On November 20, the Hanoi People's Committee announced the Decision to establish the Steering Committee of the Hanoi People's Committee on implementing measures to prevent and combat waste.

On the very first day of announcing the Decision to establish the Steering Committee on implementing measures to prevent and combat waste of the City People's Committee (November 20), under the chairmanship of the Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh - Head of the Steering Committee and members of the Steering Committee listened to the report on the implementation status, existing problems and obstacles of the Phung Khoang Lake Park construction investment project (in Nam Tu Liem district and Thanh Xuan district) which is receiving public attention to focus on removing, resolving, organizing the implementation of construction and striving to complete the Park and hand it over for use, serving the people before the Lunar New Year 2025.

At the conference, Director of the Department of Construction Vo Nguyen Phong said that Phung Khoang Lake Park is a project item of the Phung Khoang New Urban Area Project located in Thanh Xuan and Nam Tu Liem districts; The project has been approved by the Hanoi People's Committee for investment policy in Decision No. 2580/QD-UBND dated December 15, 2008 and adjusted in Decision No. 3162/QD-UBND dated August 31, 2022 allowing to extend the project implementation schedule: "completed in the fourth quarter of 2024".

On December 31, 2021, the Hanoi People's Committee issued Plan No. 332/KH-UBND on renovating, upgrading, and investing in the construction of new parks and flower gardens in the city in the period of 2021 - 2025, as a basis for departments, branches, People's Committees of districts and related units to organize implementation. The goal is to complete the investment in the construction of 6 new parks, including Phung Khoang Lake Park, with an area of ​​about 11.8 hectares.

However, the failure to complete the investment in the construction of Phung Khoang Lake Park as well as the entire Phung Khoang New Urban Area is mainly due to the ineffective coordination and preparation of the Investor to implement compensation policies and support for site clearance.

The Phung Khoang New Urban Area Project (including the Phung Khoang Lake Park) was first approved for planning in Decision No. 17/2007/QD-UBND dated January 26, 2007 (on approving the detailed planning of the Phung Khoang new urban area, scale 1/500); However, in 2016, the City People's Committee approved the adjustment of the planning in Decision No. 3740/QD-UBND dated July 7, 2016 (on approving the detailed planning of both sides of the extended Le Van Luong road (To Huu road), scale 1/500), in which the Phung Khoang Lake Park retains the planning criteria but changes the location and shape of the auxiliary works, so the investment in the construction of Phung Khoang Lake Park must carry out the procedure for approving the adjustment of the Feasibility Study Report to continue implementing and completing the remaining construction volume.

The project investment policy in Decision No. 3162/QD-UBND dated August 31, 2022 of the City People's Committee is determined to be effective until the end of the fourth quarter of 2024, so it is necessary to complete the procedure for adjusting the project investment policy.

At the conference, Chairman of Hanoi People's Committee Tran Sy Thanh, Vice Chairmen of Hanoi People's Committee Duong Duc Tuan, Nguyen Trong Dong and representatives of relevant departments listened to the recommendations of the Investor to remove procedural obstacles and speed up the project's completion.

Concluding the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh said that, in particular, for the park sector, in 2023, the City People's Committee has reviewed and promptly removed obstacles and problems for the two parks, Astronomy Park and Guitar Park in Duong Noi Urban Area. These are projects that have been invested in and built but due to various subjective and objective reasons, they have not been put into use for many years. With the spirit of drastic direction to handle the problems but at the same time minimize the waste of social resources, up to now, these projects have been put into use, exploited, promoted their value and promptly served the people.

Phung Khoang Lake Park is in a similar situation. The park has completed many items but cannot be put into operation because the site clearance work has not been completed.

Presenting the city's viewpoint, the Chairman of the Hanoi People's Committee said that park projects are very important to the city to reduce pollution and disperse the inner-city population. Chairman of the Hanoi People's Committee Tran Sy Thanh requested that investors must better fulfill their responsibilities for public works projects; it is impossible that the urban area project has been completed for a long time but the social works project has not been completed for a decade.

The Chairman of the Hanoi People's Committee assigned Vice Chairman of the Hanoi People's Committee Duong Tuan to closely monitor the site clearance progress of Nam Tu Liem and Thanh Xuan districts, and must complete it by December 15, 2024 at the latest to hand over the site to the investor.

In the spirit of not waiting and definitely not delaying the project's progress, the Chairman of the City People's Committee requested units to create an open mechanism to carry out public projects for the people, both clearing the land and completing construction procedures, so that by Lunar New Year, the park project must be put into use.

“During Tet, you must also be able to come here to play and watch fireworks,” said the Chairman of the Hanoi People’s Committee, assigning units to organize fireworks displays at Phung Khoang Lake Park during the Lunar New Year 2025.
