Gia Lai: Removing 'bottlenecks' for hundreds of projects in the western part of the province

DNVN - Many large projects in the western region of Gia Lai province are being "stuck" due to land, environmental, site clearance and technical infrastructure procedures. Provincial leaders require a thorough solution to create real changes on the ground, avoiding investment on paper.

On July 28, the Gia Lai Provincial People's Committee held an in-person and online meeting to listen to reports from departments, branches, and localities on urgent projects that need to be resolved in the western region of the province.

According to the report of the Department of Planning and Investment of Gia Lai province, from 2006 to the end of June 2025, Tay Gia Lai has attracted 474 projects approved for investment, with a total registered capital of more than 123,000 billion VND. Of which, there are 54 energy projects, 110 processing industry projects, 183 agricultural projects and 25 projects in the fields of real estate, trade and housing.

However, the implementation of many projects is currently facing difficulties due to problems with land procedures, conversion of forest use purposes, site clearance, as well as electricity and water supply for construction.

At the meeting, leaders of departments and branches specifically pointed out the remaining problems and proposed solutions. The Department of Finance proposed that the Provincial People's Committee work with the Vietnam Rubber Industry Group (VRG) to reclaim ineffectively used land and change the land use purpose to serve new projects. Specialized departments were asked to focus on quickly resolving legal procedures, especially documents related to land, environment, fire prevention and fighting, and construction investment.

Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan emphasized the need for localities and specialized agencies to enhance their sense of responsibility, not allowing the situation of "passing the buck" to slow down project progress. For projects that do not have specific investors, it is necessary to urgently organize auctions and bidding according to regulations. At the same time, the province will consider revoking and terminating projects that have been approved but not implemented as committed.

For projects using public investment capital, the Chairman of Gia Lai Provincial People's Committee requested to accelerate the completion of design documents, estimates, site clearance and construction. Projects with slow disbursement will be cut or capital will be transferred to urgent projects with high spillover effects.

In his concluding remarks, Gia Lai Provincial Party Secretary Ho Quoc Dung affirmed that Gia Lai is in a period of strong transformation, in which Tay Gia Lai is a strategic area with great potential for industrial, energy, agricultural and logistics service development. To develop quickly and sustainably, it is necessary to create an open investment environment, synchronous infrastructure, and at the same time thoroughly handle policy and implementation bottlenecks.

“We cannot let the province’s growth rate be lower than the national average. The spirit is to focus on key and urgent projects. Unnecessary projects should be suspended, and resources should be prioritized for areas that create added value and jobs for the people,” emphasized the Gia Lai Provincial Party Secretary.

Mr. Ho Quoc Dung also requested to develop a compensation policy and resettlement support in a synchronous, transparent manner, harmonizing the interests of people - businesses - the state. In addition, the Department of Agriculture and Environment was assigned to review the clean land fund, organize a public auction to select investors with real capacity.

The meeting not only demonstrated the determination to improve the investment environment in Tay Gia Lai but also served as a fundamental preparation to welcome new investment flows, contributing to the successful implementation of the province's growth target in 2025 and the following years.

This afternoon (July 29), at the 2/9 hall (Pleiku ward), Gia Lai province will organize a meeting and dialogue with the business community to listen, record and promptly resolve difficulties and problems arising after the two-level government model officially operates.
