After Ha Long City and Hoanh Bo District merged to become the new Ha Long City, according to Resolution No. 837/NQ-UBTVQH14, dated December 17, 2019 of the National Assembly Standing Committee, the capital city of Quang Ninh province became the largest provincial city in the country, with more than 1,119km2 of land and over 400km2 of Ha Long Bay water surface.
According to the People's Committee of Ha Long City, after the merger, many key traffic works have been invested in, completed and put into use, aiming to shorten the distance connecting the northern communes of Ha Long City with the city center and expanding the development space not only of Ha Long.
Up to now, 15 key transport infrastructure projects, with a total investment of about 18,345 billion VND, have been put into use and are under construction. Of these, 7 projects are invested by the Quang Ninh provincial budget, with a total investment of nearly 15,000 billion VND and 8 projects are invested by the Ha Long city budget with a total investment of 3,383 billion VND.
Among the projects invested by the Quang Ninh provincial budget, 3 projects have been completed and put into use with a total investment of more than 7,400 billion VND, including: Love Bridge (2,110 billion VND); Coastal road connecting Ha Long city with Cam Pha city with a total investment of 2,284 billion VND; Road connecting Cai Lan Industrial Park through Viet Hung Industrial Park to Ha Long - Van Don Expressway with a total investment of more than 1,275 billion VND; Binh Minh Bridge (Cua Luc 3 Bridge), 1,742 billion VND.
The projects have been approved by the People's Council of Quang Ninh province for investment and construction will start in early 2024, including: Upgrading National Highway 279 from Km0+00 to Km8+600 with a total investment of VND 1,861 billion; Upgrading Provincial Road 342 in Ha Long City with a total investment of VND 3,965 billion; The route connecting National Highway 279, Quang Ninh province to Provincial Road 291, Bac Giang province with a total investment of VND 1,455 billion.
Currently, Ha Long City is researching and investing in projects, including: Intersection connecting Ha Long - Van Don Expressway with Provincial Road 342 in Trai Me Village, Son Duong Commune, Ha Long City, with an estimated total investment of 158 billion VND; The road connecting from Tinh Yeu Bridge Intersection to Binh Minh 3 Bridge approach road, Ha Long City with an estimated total investment of 5,300 billion VND.
Thus, since the merger of Ha Long with Hoanh Bo in 2020 up to now, the total investment capital that has been and continues to be disbursed to develop infrastructure, contributing to expanding the development space of Ha Long City has reached over 23,800 billion VND.
These key traffic works are all located around Cua Luc Bay or connecting with other localities in Quang Ninh province and neighboring provinces all towards Cua Luc Bay.
According to the planning of Ha Long City after expansion, approved by the Prime Minister, Cua Luc Bay is the center of urban development connection according to the multipolar model.
