Prime Minister Pham Minh Chinh said that the Project has brought many lessons in managing and organizing the implementation of large projects that can be applied to subsequent projects.

On the morning of August 29, Politburo member and Prime Minister Pham Minh Chinh attended the inauguration ceremony of the 500kV power transmission line project, circuit 3, from Quang Trach (Quang Binh province) to Pho Noi (Hung Yen province) - a national key project, setting many records, celebrating the 79th anniversary of the August Revolution and National Day September 2.

The inauguration ceremony was held online at the main bridge in Hung Yen and 8 bridges in the provinces where the project passes through, including Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh and Quang Binh.

Attending the event at 9 locations were: Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc; leaders of Central Committees, Ministries, branches, provinces, centrally-run cities and the Electricity industry; representatives of engineers, workers, laborers and people of localities where the project passes through.

National key project sets many records

The Quang Trach-Pho Noi 500kV 3rd Circuit Transmission Line Project is a 500kV double-circuit line, approximately 519km long, passing through 9 provinces, with a total investment of more than 22,300 billion VND, with 4 component projects, starting construction in January 2024. The entire project has 1,177 column foundation locations and 513 anchorage spaces.

The project construction process encountered many difficulties due to the large amount of work, equipment, and techniques, some materials had to be imported, which took time, required a large amount of human resources, and had to be carried out in adverse weather conditions, especially due to intense heat or thunderstorms, and had to be carried out through complex terrain in localities known as “rain bags,” “fire pans,” etc.

Thanks to the drastic and close direction of the Government and the Prime Minister, the participation of the entire political system, ministries, branches, and relevant agencies, and the support of the people, with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storms," ​​"only discussing work, not discussing retreat," "not enough work during the day, working at night," "eating and sleeping urgently," "working continuously 24/7," "3 shifts, 4 shifts," "working through Tet, through holidays, through holidays," the 500kV power transmission line project, circuit 3, Quang Trach - Pho Noi was completed after only 6 months of construction instead of 3-4 years as usual. Many records were set such as: Shortest investment procedures, shortest construction time...

Speaking at the event, Prime Minister Pham Minh Chinh said that in recent years, our country's socio-economic development has been strong, requiring an average growth rate of 10-12% per year in electricity supply. At some points, there have been localized power shortages, such as in the North in early 2023.

Therefore, since June 2023, the Government and the Prime Minister have issued many drastic instructions, requiring ministries, branches, agencies, and enterprises to urgently deploy many synchronous solutions to ensure sufficient electricity supply for the North during the peak months of 2024 and the following years, and to prevent power shortages for any reason.

One of the important solutions is to soon deploy the construction of the 500kV line 3 project from Quang Trach - Pho Noi, contributing to ensuring electricity supply for the North and transmission to compensate in case of local power shortages in each region.

Reviewing the rapid implementation process, completing the entire Project in more than 6 months, meeting all requirements, especially investment preparation and capital; site clearance; ensuring input of supplies, materials, equipment; organization of implementation and construction... The Prime Minister said that during the construction process at the construction site, many noble actions were recognized such as the support of units, organizations, and people for the project.

“The touching images of thousands of youth union members and armed forces with sweaty, muddy hands participating in pulling wires, transporting materials, cleaning houses and structures under the route corridor, and directing traffic; images of women participating in providing water, food, fruit, and logistics to encourage workers on hot summer days...; the smiling, excited moments of workers and laborers on the construction site, on precarious high electric poles, or images of climbing mountains and wading streams to transport materials and pull wires have created a competitive and exciting atmosphere expressing the joy, happiness, and pride of those participating in the construction site of this important national key project,” the Prime Minister was moved.

The Prime Minister emphasized that during 70 years of building and developing the Vietnam Electricity industry (1954-2024), with many results and achievements, Vietnam Electricity Group has been highly appreciated by the Party, State and people, and awarded many noble titles such as the Gold Star Order, Labor Hero, Ho Chi Minh Order...

Promoting and continuing the heroic revolutionary tradition of the Electricity industry, the rapid completion of double and triple the amount of work in only 1/5 of the time of Circuit 1 and Circuit 2 Projects has demonstrated the remarkable maturity, great achievements, and outstanding results that deserve recognition of the Vietnam Electricity Group, the National Power Transmission Corporation, project management units, contractors, support units on the construction site and more than 12,000 engineers, workers, and laborers in the electricity industry who participated in the Project.

Prime Minister Pham Minh Chinh commended the spirit, determination, drastic and effective participation of ministries, branches, forces, socio-political organizations; Project Management Boards, consultants, construction contractors, equipment suppliers; provinces, especially the people and political systems of localities where the project passes through; cadres, engineers, workers, laborers at the construction site and related entities... to bring the project to the finish line as required.

The Head of Government pointed out that the 500kV circuit 3 Quang Trach-Phoi Noi project being put into operation has special significance in many aspects of economy, politics, society, national defense and security.

In particular, the project has strategic significance in contributing to ensuring national energy security, contributing to overcoming the local power shortage in the North. This is a project of faith and strength of great solidarity, the viewpoint of "People are the root" of our Party and State, the joint efforts, unanimity, the participation of the entire political system under the leadership of the Party; meaningful to enterprises and foreign investors in ensuring electricity supply, especially in the high-tech sector, believing in the determination of the Vietnamese side "what is said is done, what is committed must be done, what is done, what is done has specific, measurable, and quantifiable results."

The project demonstrates the aspiration, confidence, bravery, and values ​​of the Vietnamese people, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible"; meaning economic connection, regional linkage; promoting responsibility with outstanding efforts, proactiveness, positivity, creativity, determination, and tireless work of related subjects.

Lessons learned for implementing major national projects

Emphasizing, "Resources come from thinking, motivation comes from innovation, strength comes from the people," the Prime Minister said that this project has brought many lessons in managing and organizing the implementation of large projects that can be applied to subsequent projects.

In management, direction, it can only be done with: clear thinking, high determination, clear assignment of people, clear work, clear responsibility, clear time, clear product, each job must be completed; results must be measured and counted to make it easy to check, monitor and evaluate.

Promote the combined strength, mobilize the entire political system from the central to local levels, within and outside the industry, armed forces, mass organizations, businesses and people with the spirit of "unanimity from top to bottom, clear communication across the board," "support from the front and rear, one call, all respond."

The relentless efforts, proactiveness and positivity of the electricity industry and the coordination of corporations, state-owned corporations and enterprises "share, understand, work together, enjoy together, win together and develop together, and be effective together."

Along with that, build a vibrant patriotic emulation movement, timely encourage and reward, create an enthusiastic working atmosphere, all for the benefit of the nation and people. The press and media agencies do a good job of propaganda, mobilizing the people, creating consensus and unanimity to implement the Project.

Investors and construction units must have a high spirit of determination, make great efforts, take decisive actions, focus on key points, complete each task, closely coordinate with localities, agencies, units, and mobilize local forces with sufficient capacity to participate. Main contractors create conditions for local businesses and contractors to cooperate and grow together, and gain more experience.

The Prime Minister pointed out that from the actual implementation and lessons learned from this project, we have gained more experience to apply to key national projects on highways, airports, ports, urban railways... in controlling and accelerating progress from the stages of investment preparation, capital, site clearance to the stages of construction implementation and mobilizing participating resources... minimizing the completion time of the project while still ensuring the quality of the project in terms of both technical and aesthetic aspects and not exceeding the budget.

The Prime Minister requested Vietnam Electricity Group and the National Power Transmission Corporation to coordinate with local agencies to do a good job in environmental restoration and sanitation; organize the safe and most effective operation of the 500kV Line 3 Project and the entire national power system. At the same time, continue to invest in developing power sources and grid systems, ensuring adequate and stable supply of electricity for socio-economic development; actively participate in ensuring social security and stabilizing people's lives.

Prime Minister Pham Minh Chinh directed the authorities at all levels of the 9 provinces where the Project passes through to coordinate with the investor to continue to pay attention and care to stabilize, continuously improve and enhance the lives of people affected in the area where the project passes through in accordance with the spirit that the new residence must be at least equal to and basically better than the old residence.

The immediate task is to provide long-term, sustainable livelihoods for the people, change to suitable jobs; resolutely not let people lack housing, food, clothing, or land for production; gradually better meet material, spiritual, security, and cultural needs; care for education and intellectual training for the young generation, to move towards integration and enrichment.

According to the Prime Minister, the spirit of speed and determination to win of the 500kV Line 3 Project has motivated people, businesses and the entire political system in implementing important national projects and works, continuing the country's infrastructure development, contributing to the successful implementation of the strategic breakthrough in infrastructure development set forth by the 11th, 12th and 13th Party Congresses, towards completing the two goals of building and defending the socialist Vietnamese Fatherland.

Immediately afterwards, the Prime Minister attended the ceremony and performed the signboard-attaching ceremony of the 500kV power transmission line circuit 3 Quang Trach-Pho Noi as a project to celebrate the 95th anniversary of the founding of the Vietnam Trade Union (July 28, 1929 - July 28, 2024) and the 70th anniversary of the Traditional Day of the Vietnam Electricity Industry (December 21, 1954 - December 21, 2024)./.
