According to the consulting unit, the Cat Lai Bridge Project has a total route length of more than 11.3km, (including bridge and approach road), the starting point is on Nguyen Thi Dinh Street, about 400m from My Thuy intersection (Thu Duc City, Ho Chi Minh City); the end point of the project connects to Ben Luc - Long Thanh Expressway at about Km33+500.

In particular, the Cat Lai bridge section is more than 3km long, the main bridge is built according to the structure of a 2-plane cable-stayed bridge, 3 continuous spans, the main beam is reinforced concrete prestressed in the form of 2 boxes constructed by balanced cantilever technology to ensure 6 lanes for motor vehicles and 2 lanes for rudimentary vehicles and ensure the widths to arrange the cable-stayed system, with a total width of 29.5m. The route at both ends of the bridge is on the scale of an urban main road, with a design speed of 80km/h, ensuring 6 lanes for motor vehicles and 2 lanes for rudimentary vehicles.

Regarding the project route, the consulting unit proposed 3 adjustment options compared to the approved route plan according to the adjustment of the general planning of Nhon Trach new urban area, Dong Nai province to 2035 and vision to 2050 of the Prime Minister for study, including: option 1.1 - the adjusted route goes to the East of the planned route; option 1.2 - the adjusted route to the West of the planned route, basically following the planned route direction and option 1.3 - the adjusted route to the West of the planned route following the new route direction, basically avoiding the entire area of ​​Giong San intersection and neighboring religious works.

The consulting unit proposed a phased investment plan, in which the scale of phase 1 will completely clear the land of 100m according to the planning and build 2 parallel roads on both sides first.

The project has been approved by the Prime Minister to supplement the Transport Development Plan of Ho Chi Minh City to 2020 and vision after 2020 at the request of the Ministry of Transport. Accordingly, it agreed to build a bridge over Dong Nai River to replace Cat Lai ferry, located in Thu Duc City, Ho Chi Minh City and Nhon Trach District, Dong Nai Province. Dong Nai Provincial People's Committee is the competent state agency to implement the Cat Lai ferry replacement bridge project under the form of public-private partnership (PPP), build-operate-transfer (BOT) contract.

In 2023, Dong Nai Provincial People's Committee sent a document to Ho Chi Minh City People's Committee for comments on the plan to build Cat Lai bridge connecting the two localities. Dong Nai Provincial People's Committee agreed on the route to build Cat Lai bridge. Dong Nai Provincial People's Committee proposed the project implementation time in the period of 2021-2025.

The Ho Chi Minh City People's Committee also issued a document on the traffic connection plan between the two localities, in which it requested Dong Nai to unify opinions on traffic connection between the two localities as a basis for organizing the implementation of additional procedures to related planning projects according to the opinions of the Ministry of Transport.

Regarding the construction time of the bridge to replace Cat Lai ferry, the Ho Chi Minh City Department of Transport proposed to build it after 2030, when the Cat Lai - Phu Huu - Ring Road 3 inter-port route is completed and put into operation.
