On the morning of June 21, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council chaired a working session with secretaries of district, town, and city Party Committees and heads of a number of agencies and units on citizen reception, complaint and denunciation settlement (KNTC) in the second quarter of 2023.

Attending the conference were comrades representing the leaders of the Provincial People's Committee, the Provincial Fatherland Front Committee, the Party Building Committees of the Provincial Party Committee; secretaries of district, town and city Party Committees, heads of a number of relevant departments, branches and units.

At the working session, comrade Dao Dinh Tung, member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Committee, reported on the assessment of the situation and results of citizen reception and handling and resolving citizens' complaints and denunciations in the province in the second quarter of 2023.

Accordingly, in the second quarter of 2023, the work of receiving citizens and handling complaints and denunciations in the area has been closely and focusedly directed by local Party committees and authorities, thereby creating positive changes, the number of complaints and denunciations has decreased, no new cases have arisen in the province; the quality of handling cases has been ensured in terms of procedures, deadlines, and content; coordination in handling complaints and denunciations between levels and sectors has been enhanced, contributing to stabilizing the situation and improving the effectiveness and efficiency of state management in all fields. In addition, the work of propaganda, mobilization and explanation of laws on receiving citizens and handling complaints and denunciations has also been promoted, many citizens have understood and voluntarily complied with the regulations, some citizens have withdrawn their complaints and denunciations after being propagated and explained.

At the conference, delegates focused on discussing and clarifying the results, difficulties and obstacles in the work of receiving citizens, resolving petitions and complaints of citizens, and at the same time proposing and recommending solutions to continue to effectively implement the work in the coming time, thereby contributing to ensuring political security, social order and socio-economic development in the locality.

Concluding the working session, Secretary of the Provincial Party Committee Le Thi Thuy emphasized: Party committees, authorities, heads of agencies, units and localities need to focus on the following key tasks: Fully, seriously and promptly disseminate the Party and State's policies and laws, and the province's leadership and direction documents on citizen reception, handling complaints and denunciations, and citizens' recommendations and reflections; Continue to promote and enhance the role and responsibility of heads of Party committees and authorities of agencies and units in receiving citizens and handling complaints and denunciations. Citizens' proposals, recommendations and denunciations must be considered and resolved as soon as they arise at the grassroots level in accordance with regulations and within the time limit. Heads of Party committees and authorities should proactively coordinate, mobilize and persuade citizens to promptly resolve their complaints and denunciations as soon as they arise.

Pay attention to arranging for officials to receive citizens with qualities, abilities, ethics, professional expertise, skills in guiding, explaining, mobilizing, and persuading so that citizens understand and comply with the law, and are dedicated to their assigned tasks; pay attention to implementing preferential treatment for officials working in citizen reception... Strictly implement the citizen reception regime of leaders of Party committees and authorities at all levels, promptly report to competent authorities for consideration and direction to resolve difficulties and problems in accordance with regulations.

At the same time, the Party Committee of the Provincial People's Committee continues to lead and direct the Provincial People's Committee to direct agencies, units and localities to strengthen inspection, supervision and monitoring of the implementation of regulations on citizen reception and complaint settlement; Regularly inspect, urge and strictly handle the responsibilities of organizations and individuals violating the handling and settlement of citizens' petitions; strengthen exchanges and coordination between levels, sectors, agencies and units, improve the quality of implementing conclusions of inspections on responsibility for law enforcement on citizen reception and complaint settlement...; Urgently and thoroughly resolve complaints and denunciations under its authority, especially for cases with conclusions from the Standing Committee of the Provincial Party Committee, cases with conclusions from the Secretary of the Provincial Party Committee at monthly citizen reception conferences and newly arising cases...

The provincial inspectorate urgently reviews and resolves mass, complicated, and prolonged complaints and denunciations to ensure progress, time, quality, and stability of the province's security and order. Speeds up the comprehensive inspection of land management in districts, towns, and cities to promptly detect and prevent violations of land laws, and strictly handles cases of land encroachment or illegal construction on land without permission from competent authorities. Monitors and urges districts, towns, and cities to strictly implement recommendations in the inspection conclusions on the responsibilities of district-level People's Committee Chairmen and some commune-level People's Committee Chairmen in receiving citizens, handling complaints and denunciations, recommendations, and reflections from citizens.

The secretaries of district, town and city Party committees, and leaders of agencies and units should proactively review the cases of complaints and denunciations in the area, especially newly arising cases and complicated and long-standing cases, to develop a plan to resolve them completely.

The Provincial Party Secretary also requested the Standing Committees of the District, Town and City Party Committees to focus on directing specific cases, and at the same time proposed to further promote the role of the Fatherland Front and socio-political organizations from the province to the grassroots level in propagating and mobilizing union members, association members and people to implement the Party's policies and the State's laws and policies; actively mobilizing people whose land is recovered to implement socio-economic development projects to voluntarily hand over land within the prescribed time when there is a policy; at the same time, receive information, fully listen to the thoughts, aspirations and reflections and recommendations of the people to recommend competent authorities to consider and resolve promptly.

The Provincial Party Committee's Internal Affairs Committee continues to perform well its tasks of receiving and studying and advising on the handling of petitions and letters of complaint sent to the Provincial Party Committee; proposing and recommending to the Standing Committee and the Provincial Party Committee to handle petitions and letters with important content. Regularly monitor and urge the handling of petitions and letters, especially those assigned by the Standing Committee of the Provincial Party Committee; coordinate with relevant agencies to organize citizen receptions according to regulations...
