On November 19, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee inspected the progress of the riverside road project connecting Ha Long - Hai Phong Expressway to Dong Trieu City, from Provincial Road 338 to Dong Trieu City (phase 1). Accompanying him were leaders of the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Internal Affairs Committee; the Standing Committee of the Provincial People's Council, the Provincial People's Committee and relevant departments and branches.

The riverside road project connecting Ha Long - Hai Phong expressway to Dong Trieu city, from provincial road 338 to Dong Trieu city (phase 1) has a total investment of over 6,345 billion VND. The project has a total length of over 40km, designed with 2 parallel lanes, 3 lanes in each direction, the land in the middle is over 40m wide for future expansion and development. On the route, there are 13 bridges over the river, made of prestressed reinforced concrete, 10 intersections at the same level and 3 underpasses for people, synchronous lighting and traffic safety systems. This is a route of strategic significance, realizing the goal of building the western economic corridor of the province, connecting with the Red River Delta and the capital Hanoi, orienting the development of a chain of green industrial urban areas, cultural and historical tourism, opening up new development opportunities for the region and inter-region.

Up to now, 13 bridges on the route have basically ensured progress according to plan, have completed the foundation and pier construction items and are in the process of launching, constructing the bridge deck, and handling the weak soil of the approach road. For road construction packages, contractors have mobilized machinery, equipment, human resources, materials, and construction materials to the construction site, installed field testing stations, and organized simultaneous construction. However, the output of road construction packages is low, progress is slow, especially the packages in Dong Trieu City. The main reason is the lack of filling materials.

Inspecting the actual situation along the route, listening to the report of the Project Management Board for investment and construction of traffic works and departments, branches and localities on the progress and difficulties, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, requested the investor to have a suitable and flexible construction management plan based on the construction conditions on the ground, especially in the plan for arranging the fill mines. For the current mines that do not ensure feasibility in exploitation, the investor proposed the Provincial People's Committee to decide on a suitable alternative plan. For the bid packages that are no longer stuck with the site and have been arranged with enough fill soil, the investor is required to direct the contractors to take advantage of favorable weather to speed up the construction progress.

On the same day, the Provincial Party Secretary also inspected and surveyed the implementation of the road connecting Ben Rung bridge intersection to the riverside road project from Provincial Road 338 to Dong Trieu City (phase 1). This section is within the planning scope of Amata Song Khoai Industrial Park, Quang Yen town and has been assigned to the investor of the Industrial Park for investment. The Provincial Party Secretary requested relevant departments, branches and Quang Yen town to continue working with the investor to have a suitable investment plan and roadmap; ensuring synchronous completion with the investment sections using budget capital as well as meeting the requirements in long-term management and use.

The Provincial Party Secretary also emphasized that the riverside road project connecting Ha Long - Hai Phong Expressway to Dong Trieu City is a key transport project of the province with a large total investment. Therefore, the most important issue is to remove difficulties and obstacles to speed up the construction progress, especially for issues under the authority of the province, ensuring the completion and putting the project into operation in the shortest time; meeting the requirements and expectations of the people as well as creating new development momentum for the locality; at the same time, not wasting investment resources from the state budget.
