On the morning of April 16, the Politburo and the Secretariat held a national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee at Dien Hong Hall, National Assembly. The conference was connected online to 21,000 points with 1.5 million participants.

In a special report on the amendments to the 2013 Constitution and laws, National Assembly Chairman Tran Thanh Man emphasized that the progress of completing these tasks is before June 30 to take effect from July 1. The amended documents will include transitional provisions to complete the apparatus arrangement, ensuring that commune-level administrative units operate before August 15 and provincial-level units before September 15. The competent authorities will have specific instructions to ensure smooth operations without interruption.

The National Assembly Chairman also informed that the merger of provincial and communal administrative units and the policy of abolishing the district level require amendments and supplements to the Constitution, focusing on two main groups of contents. These are regulations related to the Vietnam Fatherland Front and socio-political organizations to meet the requirements of arranging and streamlining the apparatus of these agencies; regulations related to the two-level local government model.

Since this constitutional amendment is limited in nature, only involving 8/120 articles, the National Assembly will issue a resolution on the amendment. It is expected that public consultation on the constitutional amendment will take place from May 6 to June 5.

According to the Government's report, there are 19,220 documents at the central and local levels affected by the policy of continuing to reorganize the apparatus, of which 1,180 are at the central level.

A series of laws will also be amended, such as: Law on Organization of Local Government, Law on Election of National Assembly Deputies and People's Council Deputies, Law on Organization of People's Courts, Law on Organization of People's Procuracies, Law on Organization of Criminal Investigation Agencies, Law on Cadres and Civil Servants, Law on Promulgation of Legal Documents...

The National Assembly Chairman noted that when amending documents, it is necessary to promote decentralization, delegation of power, and clearly define the authority between the central and local levels, the provincial and communal levels. "It is necessary to clearly define which tasks of the district level should be transferred to the commune or to the province to facilitate local implementation," said the National Assembly Chairman.

It is expected that at the 9th session, the National Assembly will pass 31 draft laws and 12 resolutions; and give opinions on 10 draft laws with the "largest ever" workload.

According to the National Assembly Chairman, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will take place on Sunday, March 15, 2026, earlier than previous elections. The 16th National Assembly is scheduled to hold its first session on April 6, 2026 to promptly implement the Resolution of the 14th Party Congress.

The number of National Assembly deputies remains the same as now at 500, of which at least 40% are full-time deputies. The number of People's Council deputies will be based on the population size of each administrative unit. The new point of the upcoming election is to give priority to people with science and technology qualifications and people with basic legal training.
