On the morning of November 15, the National Assembly Standing Committee gave opinions on a number of major issues regarding the explanation, acceptance, and revision of the draft Law on Identification.

Renaming the rule and tag name is necessary

Chairman of the National Defense and Security Committee Le Tan Toi said that regarding the name of the draft law and the name of the ID card, there are opinions that in the recent past there have been many changes in the form, content and name of the ID card, so it is recommended to consider the name of the law; it is recommended not to change the name of the law and the name of the card to ID card.

The Standing Committee of the National Defense and Security Committee believes that changing the form, content, and name of the ID card is consistent with the trend of digital society management, with the content being supplemented to be comprehensive, comprehensive, and full of information in the ID card and the form and method of digital management being scientific and popular.

From there, it helps the State to strictly manage the subjects, while supporting people to exercise their rights and obligations, participate in administrative, civil and social activities and transactions conveniently, in accordance with the digital environment and digital society.

"The renaming of the law and the card as proposed by the Government is necessary, consistent with the scope and to cover all the subjects of the draft law," the Chairman of the National Defense and Security Committee emphasized.

Mr. Le Tan Toi also analyzed that the addition, adjustment and issuance of identity certificates for people of Vietnamese origin whose nationality is not yet determined and who are living in Vietnam is to facilitate people of Vietnamese origin to enjoy basic human rights. In reality, due to the lack of identity papers, they have great difficulties in traveling, trading, working, owning property, etc., so it is necessary to issue identity certificates to them.

The Chairman of the National Defense and Security Committee also pointed out the reality of activities to protect political security, order, and social safety. Hostile forces took advantage of the difficulties these subjects had in traveling, transacting, and working due to lack of identification papers, so they distorted the State's policies and did not guarantee human rights.

In fact, among these subjects, there are some people who take advantage of their activities to sabotage our Party and State. When handling and tracing them, the authorities have great difficulty because these subjects do not have identification papers.

From the above issues, the Standing Committee of the National Defense and Security Committee finds that the adjustment of the name to the Law on Identification and Identification Cards is completely appropriate in both scope and subject of regulation of the draft law; achieving the purposes of management and serving the people.

Therefore, the Standing Committee of the National Defense and Security Committee proposes that the Standing Committee of the National Assembly allow the use of the name of the Law on Identification and Identification Cards as submitted by the Government.

Encrypted, anti-counterfeit, information-secure ID card

Regarding information in the national population database, Mr. Le Tan Toi said that there were suggestions to add information: Social insurance books, health insurance cards, driver's licenses, documents proving the right to use and own property, and issued household registration papers to effectively implement population management.

The Standing Committee of the National Defense and Security Committee believes that supplementing and enriching population data in databases will contribute to promoting the digital transformation process in state management and facilitating people's transactions.

However, to determine which information needs to be collected and updated in which database, careful consideration and assessment of the popularity in transactions, usage value, people's needs, management capacity of the apparatus and technical infrastructure system is required.

The draft law has assigned the Government to specify other information in detail to suit reality, so it is recommended that the National Assembly Standing Committee keep it as in the draft law.

Therefore, the Standing Committee of the National Defense and Security Committee proposed that the Standing Committee of the National Assembly keep the regulations on popular information groups as in the draft law; other information will be regulated by the Government in accordance with the actual situation.

The Standing Committee of the National Defense and Security Committee recommended that the National Assembly Standing Committee request the Government to direct the review of necessary information to supplement the national population database in the coming time to ensure convenience for people in transactions appropriate to each stage; at the same time, meet the digital transformation work.

In addition, there are opinions suggesting to consider using QR codes and electronic chips on ID cards because of the security of information. Other opinions suggest using only electronic chips, not both QR codes and electronic chips, because QR codes on ID cards will pose many potential risks, making it easy for information to be stolen, especially for people with limited access to technology or who regularly use utility services and civil transactions.

The Standing Committee of the National Defense and Security Committee said that currently, the QR code on the ID card only allows the exploitation of basic information printed on the ID card and information about the 9-digit ID number previously issued to citizens to facilitate citizens when performing some transactions.

To ensure the security of information, the ID card is manufactured using high technology and has been encrypted, ensuring against counterfeiting or unauthorized access and exploitation of information, ensuring the security of information exploitation in the electronic chip.

Therefore, the Standing Committee of the National Defense and Security Committee proposed that the Standing Committee of the National Assembly keep this content as the draft law submitted to the National Assembly.

National Assembly Chairman Vuong Dinh Hue said that the report on receiving explanations should confirm that most opinions agree, with only a few isolated opinions from the previous session.

"At yesterday's meeting, the Politburo highly agreed on renaming this bill," said the National Assembly Chairman.

National Assembly Chairman Vuong Dinh Hue highly appreciated the work of explanation, acceptance, and the carefulness and openness of the relevant agencies. The draft law meets the requirements and is qualified to be submitted to the National Assembly for approval.
