On the morning of September 9, at the Government Office, Prime Minister Pham Minh Chinh, Head of the 14th National Party Congress's Socio-Economic Subcommittee, chaired a meeting of the Government Standing Committee with the Subcommittee Standing Committee. Also attending were Deputy Prime Ministers Nguyen Hoa Binh, Le Thanh Long, Bui Thanh Son and Ho Duc Phoc.

The meeting gave opinions on the Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, directions and tasks for socio-economic development in the 5-year period 2026-2030. Delegates reported and discussed the reception, explanation and supplementation of the contents that the Politburo had commented on to further complete the Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, directions and tasks for socio-economic development in the 5-year period 2026-2030.

It clearly states the leadership, management, direction and administration of the Party, State, National Assembly and Government in the process of socio-economic development of the country; the results achieved, especially the main targets and highlights of the term; the difficulties and limitations; the causes of both results and limitations; the lessons learned; the main tasks, solutions, breakthroughs and highlights to promote socio-economic development in the next 5 years to complete the goals set out in the 10-year socio-economic development strategy 2021-2030.

Concluding the meeting, Prime Minister Pham Minh Chinh - Head of the Socio-Economic Subcommittee highly appreciated the preparation of the Subcommittee Standing Committee and the enthusiastic, responsible, profound and comprehensive opinions of the delegates; requested the Subcommittee Standing Committee to absorb, explain and supplement the contents that the Politburo has commented on and the opinions of the delegates to further perfect the Draft Report to seek the Politburo's opinion, submit to the upcoming 10th Central Conference to seek the opinions of Party Congresses at all levels, and submit to the 14th National Party Congress.

In particular, the assessment of the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021-2030 must deepen the achievements, in the context of the world with many difficulties, challenges, and complicated developments. Thereby, clearly see the mettle, confidence, solidarity, innovation, creativity, and grasp of the situation of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the Government in leadership, direction, and administration; set appropriate goals and solutions, organize implementation with high determination, great efforts, drastic actions, allocate resources, coupled with inspection, supervision, urging, and removing difficulties to develop the country and handle emerging issues.

Along with that, the Prime Minister emphasized that it is necessary to clearly state some targets that need to be further strived to achieve, such as economic growth rate, while our country is a developing country, the economy is in transition, the economic scale is still modest, the starting point is low, the openness is high but the resilience is limited and in the context of the world economy declining and recovering slowly.

Regarding the direction and tasks of socio-economic development in the 5-year period of 2026-2030, the Prime Minister requested to absorb the content of "stability for development"; innovate the thinking of synchronous development in all fields, ensure the pioneering and breakthrough in some fields, especially perfecting the socialist-oriented market economic institution; implement with focus and key points, allocate resources and organize implementation with feasibility; propose the goal of bringing our country into the group of 30 to 35 major economies in the world, in the group of countries with high average income.

Regarding tasks and solutions, the Prime Minister pointed out the need to propose mechanisms and policies to mobilize social resources, especially public-private partnerships, foreign resources both directly and indirectly; continue to promote 3 strategic breakthroughs, deepen the content of the tasks of developing science and technology, innovation, especially emerging industries such as green economy, digital economy, circular economy, knowledge economy, sharing economy, cultural industry. Along with that, continue to promote innovation, institutional reform, especially the socialist-oriented market economic institution, with the State playing a creative role, enterprises being the center.

The Prime Minister directed to add a number of important, key, and breakthrough tasks, projects, and proposals such as: Project on training high-quality human resources for digital transformation, green transformation, circular economy, knowledge economy, and sharing economy; development of railway industry; green energy industry, clean energy; project on combating climate change in the Mekong Delta; regional connectivity projects, especially the North-South high-speed railway and railway lines connecting with China, Ho Chi Minh City - Can Tho railway, urban railway lines; seaport and airport projects; nuclear energy for peaceful purposes; digital infrastructure, national, regional, and industry data centers; international financial centers and commercial centers...
