Comrade Dinh Thi Phuong Lan, Vice Chairwoman of the National Assembly's Council for Ethnic Minorities, Head of the Working Group chaired the meeting.
At Dak Nong bridge, comrade Le Trong Yen, Member of Provincial Party Committee, Vice Chairman of Provincial People's Committee and representatives of relevant departments, branches and units attended.
At the working session, Dak Nong reported to the Supervisory Delegation on the implementation results of 3 national target programs: new rural construction in the 2021-2025 period; sustainable poverty reduction in the 2021-2025 period; socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period" related to the cultural field in the province:
By the end of 2022, Dak Nong had 51/60 communes meeting criterion No. 6 on cultural facilities, reaching 85%. The total number of poor households in the province was 13,342 households, 64,828 people, accounting for 7.97% of the total number of households in the province. Of which, the total number of poor ethnic minority households was 9,589 households, accounting for 20.11% of the total number of ethnic minority households; the local poor ethnic minority households was 3,892 households, accounting for 24.56% of the total number of local ethnic minority households.
On average, the poverty rate in Dak Nong decreases by 3% or more each year, while the poverty rate of local ethnic minority households decreases by 5% or more according to the multidimensional poverty standard for the 2021-2025 period.
Besides the achieved results, during the implementation process, Dak Nong is facing some difficulties such as: guiding documents of central ministries and branches are slow to be issued, and localities have difficulties in implementation.
Currently, the Central Government has assigned a capital plan for development investment capital for the 2021-2025 period. However, the program's career capital is allocated annually, so the implementation of projects lacks synchronization in capital sources, and projects implemented for 2 years or more have difficulty in identifying and appraising capital sources.
At the meeting, localities also proposed many recommendations on implementing national target programs related to the cultural field of their localities.
Concluding the meeting, Comrade Dinh Thi Phuong Lan, Vice Chairwoman of the National Assembly's Ethnic Council and Head of the Working Group, agreed with many opinions from the localities. She requested that localities in their reports sent to the Supervisory Delegation should clearly state the documents that are limited, do not meet the requirements, and are still inadequate so that the Supervisory Delegation can synthesize and send them to the National Assembly.
