Clarifying difficult targets
On the morning of May 21, the Standing Committee of the Provincial People's Council had a working session with departments and branches of the cultural and social sector according to the supervision plan of the Provincial People's Council on the implementation of socio-economic goals and targets in Resolution No. 18, dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan (2021 - 2025) of Nghe An province.
Through direct supervision and supervision through reports on the implementation results of socio-economic indicators of localities in the province, at the working session, the Provincial People's Council's supervision delegation pointed out a number of limitations, shortcomings and targets in the cultural and social fields that are forecast to be difficult to achieve by the end of 2025.
For example, the rate of communes with cultural and sports facilities meeting national standards and cultural villages and hamlets in some localities has not met the target. The surplus and shortage of cultural houses in hamlets and hamlets after the merger has not been resolved. Along with that, the waste in the use of cultural and sports facilities, especially some communal stadiums, are only used during events or on holidays, and have not really served the people.
Some members of the Provincial People's Council's monitoring delegation also pointed out that the ratio of doctors per 10,000 people and the number of hospital beds per 10,000 people in some localities have not met the set plan. The quality of human resource training, especially vocational training, has not met the requirements; job creation has not met the needs of workers...
Through on-site monitoring in localities, the monitoring team also pointed out difficulties and shortcomings in implementing environmental targets related to the content of people having access to clean water for daily life, while attracting businesses to invest in domestic water plants in localities is difficult.
Director of the Department of Health, Ms. Nguyen Thi Hong Hoa admitted that the ratio of doctors/10,000 people and the number of hospital beds/10,000 people in some localities have not met the set plan. However, looking at the whole province, these two targets have been met and exceeded, in which, many are concentrated in Vinh city, including both public and private health systems. People are entitled to the policy of connecting lines in health insurance. However, the health human resources are still a difficult problem.
Regarding the management of private medical and pharmaceutical practice, the Director of the Department of Health said that the Department is currently advising the province to decentralize to localities the appraisal, licensing, inspection, supervision and handling of violations in the field of private medical practice.
Director of the Department of Labor, War Invalids and Social Affairs, Mr. Doan Hong Vu also clarified some difficulties in attracting workers from within and outside the province to work in production facilities and enterprises in the area. The biggest difficulty is that the attraction of the labor market in the province is not high when the salary is low and welfare conditions such as housing for workers are not available, the price of rented rooms and electricity and water services is high.
On the other hand, the recruitment of labor by enterprises, especially FDI enterprises, mainly recruits unskilled labor. This is a social problem that requires a fundamental solution of national and provincial significance.
Accompanying the development of strong enough policies
Concluding the meeting, in addition to appreciating the efforts of departments and branches in directing with many targets achieved and exceeded the set plan; Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council also requested the departments to review the planned targets, especially the quality content of the targets to propose solutions to ensure the achievement of the forecast targets that are difficult to achieve and improve the quality of the targets, contributing to promoting the development of social life and people's lives.
The targets according to Resolution No. 18 of the Provincial People's Council are also the targets of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025, therefore, on the basis of review and assessment to have drastic solutions for the remaining time to achieve the highest results; at the same time, through assessment to serve as a basis for building a system of targets for the new term with high feasibility.
The Vice Chairman of the Provincial People's Council also noted that in the cultural field, attention should be paid to effectively implementing and avoiding waste of cultural and sports institutions after merging communes, blocks, hamlets, and villages. In the health sector, attention should be paid to the ratio of doctors and hospital beds per 10,000 people in difficult areas and grassroots health care facilities, contributing to improving the quality of grassroots health care and limiting overload at higher levels.
Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also affirmed: The Provincial People's Council will accompany the Provincial People's Committee and departments and branches in reviewing and researching to issue strong, feasible and sustainable policies in implementing cultural and social targets; training and attracting human resources for grassroots health care and disadvantaged areas; vocational training and job creation for local workers.
