On the morning of September 22, the Supervisory Delegation of the People's Aspirations Committee, the Standing Committee of the National Assembly, led by Comrade Duong Thanh Binh, Member of the Party Central Committee, Member of the Standing Committee of the National Assembly, Head of the People's Aspirations Committee, had a working session with the Provincial People's Committee on supervising the work of receiving citizens and handling complaints and denunciations in 2023.

Receiving and working with the delegation were comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of a number of relevant departments, branches and sectors; Chairmen of the People's Committees of districts and cities.
At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Cao Son reported on the results of citizen reception and complaint and denunciation settlement of the Provincial People's Committee from August 2022 to the end of June 2023.
Accordingly, the Provincial People's Committee identified the work of receiving citizens, handling petitions and resolving citizens' complaints and denunciations as a key and regular task of all levels and sectors.
Right from the beginning of the year, the Chairman of the Provincial People's Committee, Chairmen of the People's Committees of districts, cities, communes, wards and towns have developed a regular schedule for receiving citizens, posted the Schedule for receiving citizens on the electronic information page and publicly posted it at the Citizen Reception Headquarters and the designated citizen reception locations. During the reporting period, the provincial State administrative agencies received a total of 3,517/2,977 citizens.
The role and responsibility of the heads of Party committees, authorities and heads of specialized agencies of People's Committees at all levels in the work of receiving citizens have been enhanced . The number of days of regular citizen reception by the heads has reached a high rate, such as: the number of days of citizen reception by the Chairman of the Provincial People's Committee has reached 100%; the number of days of citizen reception by Chairmen of People's Committees of districts and cities has reached 85% or more. Thereby, it has directed the timely resolution of citizens' recommendations and reflections, contributing significantly to maintaining the political security situation and social order and safety of the locality.
The handling of citizens' complaints and denunciations has been highly effective, preventing the occurrence of severe, complicated, and crowded complaints. Accordingly, 100% of citizens' complaints have been received and processed by State administrative agencies at all levels; 90% of complaints and 85.7% of denunciations under their jurisdiction have been resolved, and the remaining cases are within the settlement period.
In addition, the implementation of recommendations of the National Assembly Standing Committee, complaints and denunciations transferred by National Assembly agencies, National Assembly delegations and National Assembly deputies are focused on being resolved by the Provincial People's Committee.
At the meeting, members of the Supervisory Delegation and representatives of provincial departments and branches also discussed and clarified the results, solutions and experiences of the province in receiving citizens and handling complaints and denunciations.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc affirmed: Identifying the work of receiving citizens, resolving complaints and denunciations as regular and important tasks, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Provincial National Assembly Delegation always promote unity and consistency in leadership and direction.
In carrying out citizen reception work, always adhere to the provisions of the Law on Citizen Reception and the regulations of the province; ensure the time for citizen reception by the heads of Party committees and authorities; integrate propaganda, mobilization, struggle, and persuasion in citizen reception; assign competent and experienced officers to undertake tasks at the Citizen Reception Department.
When handling petitions, grasp the content, correctly assess the subject of the petition; strictly handle those who take advantage of citizens' right to complain and denounce to defame and slander the Party and State...
The Chairman of the People's Committee emphasized: In recent years, there have been very few new incidents in the province. This is because the authorities at all levels have properly and fully implemented the State's policies and laws, preventing complaints from arising. After resolving violations, they have stepped up rectification, improved discipline, and order, and prevented violations from recurring.

Concluding the meeting, comrade Duong Thanh Binh, member of the Party Central Committee, member of the National Assembly Standing Committee, Head of the People's Petition Committee acknowledged the preparation of reports and documents for the meeting by the Provincial People's Committee, which were complete, detailed, and closely followed the delegation's requirements. At the same time, he highly appreciated the implementation of policies and laws in the work of receiving citizens, handling petitions and resolving complaints and denunciations of the province in the past time.
In addition to the achieved results, he noted a number of issues that the Provincial People's Committee needs to pay attention to in the coming time, such as: Focusing on resolving outstanding cases under its authority; continuing to strengthen the work of receiving and dialogue with people; arranging experienced and prestigious officials and civil servants to receive citizens.
He suggested that during the implementation process, if any problems arise in the provisions of the law, they should be promptly reported to the National Assembly for consideration and appropriate adjustment.
