Comrade Khamtay Siphandone was born on February 8, 1924. Throughout his revolutionary career, he was assigned many important responsibilities, from being a representative of the Lao Itxa-la Government in the Southern Laos region, Chairman of the Central Resistance Committee, member of the Central Committee of the Lao Itxa-la Front and the Lao Patriotic Front, was awarded the rank of General and became the Supreme Commander of the Lao People's Army; a member of the Party Central Committee from the 1st to the 5th term; a member of the Politburo from the 2nd to the 5th term; held the positions of Deputy Prime Minister, Minister of National Defense; Prime Minister and Chairman of the Lao Party and President until his retirement in 2006.
According to the announcement of the Central Executive Committee of the Lao People's Revolutionary Party, due to old age and poor health, General Khamtay Siphandone passed away on April 2, 2025, at the age of 102.
In infinite sorrow, the delegation of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Quang Tri province, led by Alternate Member of the Party Central Committee and Provincial Party Secretary Nguyen Long Hai, visited and signed the condolence book for comrade Khamtay Siphandone at the Lao Embassy in Vietnam.

Offering incense in memory, the delegation of Quang Tri province expressed their deep gratitude for the dedication and great contributions of the former President of the Lao PDR to the glorious cause of the Lao Party and people, in the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in general, and between Quang Tri and localities of the Lao PDR in particular.
At the same time, we vow to learn, follow the example and strive to continue to foster the rare exemplary, loyal and pure relationship in the world between Vietnam and Laos, helping this relationship to increasingly bear fruit and be sustainable forever.
The visitation and condolence book will be held from 8:00 a.m. to 5:00 p.m. on April 4-6, 2025 at the Lao Embassy in Vietnam.
