On the morning of July 13, before the congress, the delegation attending the Provincial Armed Forces Emulation Congress for Victory, period 2019 - 2024, held an incense offering ceremony to commemorate the heroic martyrs.

Attending the incense offering ceremony were comrades: Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Quoc Khanh, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Duong Duc Huy, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda Department; leaders of departments, branches, sectors, unions, armed forces of the province, districts, towns, cities and typical delegates representing 38 collectives, 154 typical advanced individuals in implementing the Emulation Movement to Win the Provincial Armed Forces, period 2019 - 2024.

The delegation's wreath bore the words "Forever remember the heroic martyrs' contributions". In a solemn and emotional atmosphere, the delegation respectfully offered incense and flowers to commemorate and express their deep gratitude for the great contributions of the heroic martyrs who heroically sacrificed their blood for the independence and freedom of the country and people.

Respecting and remembering the sacrifices of previous generations, over the past 5 years, the provincial armed forces have actively implemented the Emulation Movement for Victory associated with patriotic emulation movements, creating motivation for collectives and individuals to strive to excellently complete assigned tasks, contributing to enhancing the qualities of "Uncle Ho's Soldiers".

Before the souls of the martyrs, the delegation promises to be absolutely loyal to the ideal goals and revolutionary path chosen by the Party, Uncle Ho and our people; to continue to promote the study and follow the ideology, morality and style of Ho Chi Minh; to vow to "Live, fight, work and study following the example of great Uncle Ho", to unite as one, overcome all difficulties and challenges, strive to compete and achieve many achievements, worthy of the great sacrifices of the heroic martyrs.
