Reviewing the imprints in the friendship between the two Parties and the two peoples of Vietnam and Laos in general and Nghe An with the three provinces of Xieng Khouang, Hua Phan, and Bolikhamxay in particular, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized, "The special traditional relationship between the two peoples of Vietnam and Laos has continuously blossomed and borne sweet fruit, becoming a miraculous force leading to many great victories in the struggle for national liberation, building and defending the country and moving towards socialism of the two nations.

Nghe An is an important locality, converging common elements, at the same time, having many unique and distinct elements in the Vietnam - Laos friendship. As a province with more than 468 km of border bordering the three provinces of Xieng Khouang, Hua Phan, and Bolikhamxay, residents of the two countries live in harmony, closely connected to each other, drinking the same water, walking the same road, listening to the same rooster crowing in the morning; having long-standing kinship relationships, regularly visiting relatives, and exchanging culture and economy with each other. That relationship is increasingly deepening, reaching new heights.

Nghe An province currently has about 90 enterprises exporting, importing and investing in the Lao market in various fields, with a total investment capital of over 200 million USD; Investment and development support activities are also actively implemented, most notably the project to build Xieng Khouang Provincial Friendship Hospital.

In addition, more than 600 Laotian officials and students have come to study and research at universities and colleges in Nghe An province. Many Laotian students have been welcomed by families in Nghe An as their own children. At the same time, many officials and students from Nghe An province have also been accepted for short-term and long-term training at universities and colleges in Laos.

Over the past time, Nghe An has always maintained and developed cooperative relations with many localities sharing the border as well as some provinces with traditional cooperative relations with many meaningful activities organized by the Party Committee, government and people of the provinces together, contributing to affirming the great friendship between the two Parties, two States and two peoples.

Appreciating the friendly meetings, learning exchanges and experience sharing activities of the Youth Union of Nghe An province and the Youth Unions of Xieng Khouang, Bolikhamxay and Hua Phan provinces, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu hoped that the young generations of the two countries would continue to preserve, consolidate and develop the special relationship between Vietnam and Laos in the new situation.

Through that, together we will further tighten and deepen the precious traditional friendship and solidarity between the two nations, worthy of the blood and bones of many previous generations, and at the same time, respond to the expectations and interests of our two peoples as President Kaysome Phonvihane once said: "Rivers may dry up, mountains may wear away, but the Vietnam - Laos friendship will forever be stronger than mountains and rivers".

On behalf of the Youth Unions of the three provinces of Xieng Khouang, Bolikhamxay, and Hua Phan, Secretary of the Xieng Khouang Provincial Youth Union Phetsamone Davongsone thanked the leaders of Nghe An province for their thoughtful and respectful reception; he hoped that the leaders of Nghe An province would continue to create conditions and help the Youth Unions of the three provinces to have many exchange activities, study and share experiences with the Youth Union of Nghe An province, in order to further enhance the friendship and solidarity between Laos and Vietnam that has been laid the foundation and painstakingly cultivated and built by generations of leaders of the two countries.
