One of the issues of interest related to the draft Law on Amending and Supplementing a Number of Articles of the Law on Education is the issue of textbooks.
Minister of Education and Training Nguyen Kim Son said the draft law is only amended to clearly distinguish between "textbooks" and "local educational materials", overcoming practical difficulties in pricing textbooks according to the provisions of the Law on Prices.
However, Vice Chairman of the National Assembly Nguyen Khac Dinh said that according to the spirit of the National Assembly Resolution and Resolution 29 of the Central Committee, there must be a common set of textbooks of the State compiled by the Ministry of Education and Training. Therefore, he suggested that the Ministry of Education and Training institutionalize this content into the law to ensure strictness.
Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized: "Every country has a set of state textbooks."
Giving further comments on the above content, Chairman of the Committee for Culture and Society Nguyen Dac Vinh requested the Ministry of Education and Training to study the policy of free textbooks for students.
Currently, there are three sets of textbooks on the market from two publishers: Canh Dieu, Chan troi sang tao, and Ket ket tri thuc voi cuoc song, which will be put into use from 2020. The draft amendment to the Law on Education decentralizes the right to select textbooks from the provincial People's Committee to the Department of Education and Training and the Director of the Department of Education and Training. The Department of Education and Training is also the unit that organizes the compilation of local educational materials.
