The Quang Tri Provincial Border Guard Command has issued a response plan, requiring units to review and secure warehouses and barracks, prepare forces and vehicles for mobilization. At the same time, coordinate with local authorities to inspect vulnerable points, dams, and areas at risk of landslides, and proactively plan to evacuate people.
As of 11:00 a.m. on August 23, the entire Quang Tri province had 8,725 vehicles/24,198 workers; of which 8,208 vehicles were safely anchored, while 517 ships with 2,136 workers were still operating at sea and had been urgently notified of the storm's direction.

The Border Guard force has established 12 working groups with 83 officers, 16 cars, 4 boats; mobilized additional squadrons, border posts on the sea and land routes, a total of nearly 1,000 officers, soldiers, 26 cars, 22 boats, 6 ships on standby ready to handle any bad situations that may arise.

Quang Tri Provincial Border Guard emphasized: "Absolutely do not let fishermen and vehicles be subjective, all boats must urgently take shelter, tie securely to minimize damage when the storm makes landfall."
