Proposal to prosecute former Director of CDC Ca Mau

On August 22, the Investigation Police Agency of Ca Mau Province Police concluded the investigation and requested the People's Procuracy of the same level to prosecute the accused Dang Hai Dang, former Director of the Ca Mau Center for Disease Control (CDC), for "Violating bidding regulations causing serious consequences".

For the same conduct, the Investigation Agency also proposed to prosecute the accused Ho Quang Nhu (former Deputy Head of the Planning - Business Department of CDC Ca Mau) and Le Ngoc Dinh (former Head of the Planning - Finance Department of the Department of Health of Ca Mau).

These three defendants returned the money received from Viet A Technology Joint Stock Company (Viet A Company) to the authorities in early 2022. Of which, defendant Dang returned about 1 billion VND.

From January 2020 to October 2021, the Department of Health, CDC Ca Mau and the Provincial General Hospital carried out 11 bidding packages to purchase test kits, automatic DNA/RNA extraction machines, chemicals, biological products and equipment for COVID-19 prevention and control from Viet A Company with a total amount of more than 49 billion VND.

Based on the investigation results, the Ca Mau Department of Health purchased test kits from Viet A Company at a price higher than the production cost (including 5% profit and other costs), resulting in a loss of more than VND 9.1 billion; the remaining package of 40,000 kits has not been settled.

Accordingly, CDC Ca Mau purchased test kits from Viet A Company at a price higher than the production cost (including 5% profit and other costs), resulting in a loss of about 3 billion VND.

In the process of implementing the bidding documents to purchase test kits from Viet A Company, the above defendants did not comply with bidding regulations, "did not ensure fairness and transparency", violated prohibited acts in bidding, causing damage to the state budget of about 12.4 billion VND.
