Speaking at the workshop, Deputy Director of the Department of Publishing, Printing and Distribution Nguyen Ngoc Bao affirmed that in the development trend of publishing activities, the situation of illegal printing, counterfeiting of publications and commercial fraud in the field of publishing, printing and distributing publications is increasing in many forms such as: traditional printing, electronic printing, on cyberspace... negatively affecting publishing activities, people's access to knowledge through publications, and the goal of developing a reading culture in the community.

Overview of the Workshop "The impact of pirated and counterfeit publications on the development of reading culture"

Deputy Director Nguyen Ngoc Bao emphasized: “ The use of pirated and counterfeit publications creates a bad consumption habit for the publishing business market, negatively affecting the development of reading culture and consumer culture of the people. On the other hand, readers' use of pirated and counterfeit publications has assisted in violating the law; Pirated and counterfeit publications with poor quality have a negative impact on users, especially children. Some pirated and counterfeit books are not edited or assessed for content, violating the provisions of the law, negatively affecting readers' reception of information, knowledge and trust”.

Speaking at the workshop, Dr. Vu Thuy Duong, Head of Publishing Department, Academy of Journalism and Communication, said that the problem of pirated and fake books has seriously affected authors, publishers and readers.

“Book buyers are not aware that selling counterfeit and pirated books not only destroys the copyright system of publishers and legitimate book businesses, but also seriously damages the prestige and reputation of the domestic publishing industry. This greatly affects the development of reading culture ,” Dr. Vu Thuy Duong shared.

According to Dr. Vu Thuy Duong, the act of printing and distributing fake and pirated books occurs in many types of books, directly affecting the reading culture. From the media changing the awareness of readers not to tolerate or support the act of printing and trading fake and pirated books to the establishment of a specific regulation for fake and pirated books, or considering it an act of producing counterfeit goods and prosecuting criminal responsibility for this act are basic solutions. While waiting for groundbreaking changes in state management, each of us readers must resolutely say no to fake and pirated books.

Create a Zalo group of journalists to support publishing units

To prevent and repel pirated and counterfeit publications, many opinions have been put forward focusing on many short-term and long-term solutions. In particular, Chairman of the Vietnam Library Association Nguyen Huu Gioi suggested that libraries in our country need to raise their sense of professional responsibility in purchasing/supplementing books, newspapers, documents/information resources for libraries. When purchasing and supplementing books, newspapers, and information resources for libraries, libraries need to consider carefully before intending to buy books on the market for the library. Do not be blinded by the material benefits - high discounts on books, let it go, and just buy them for the library, leading to unpredictable consequences for library readers.

Director of the Department of Publishing, Printing and Distribution Nguyen Nguyen delivered a concluding speech at the Workshop.

In his concluding remarks at the workshop, Director of the Department of Publishing, Printing and Distribution Nguyen Nguyen frankly pointed out the limitations of publishing units and state management agencies from the central to local levels in detecting and handling individuals and units that print pirated and fake books. Sanctions for handling pirated and fake books still have many shortcomings, so in the coming time, the Ministry of Information and Communications will review the legal framework, study and amend some contents in the Publishing Law to promptly catch up with the reality...

Emphasizing propaganda work, Director Nguyen Nguyen said: “We have set up a Zalo group of journalists to support publishing units and in the future, they will not only promote good books but also provide pirated and fake books. Currently, some law training institutions have regulations requiring students to study real books. In the future, we hope that university and college training institutions nationwide will have commitments so that 100% of students study real books.”

According to Director Nguyen Nguyen, the fight against pirated and fake books is not a one-day or two-day job, nor is it the work of any one agency, but is a long-term process, with the cooperation of the whole society.

“On the part of the book publisher, the story of fighting for book copyright must be considered as their own story, and cannot be pushed onto the authorities,” Mr. Nguyen Nguyen noted.
