However, buying auctioned land is very susceptible to the phenomenon of fomo (crowd psychology), buying at a price higher than the market price.
Therefore, according to Mr. Que, investors participating in the auction of this type of real estate need to carefully consult the market price, should use idle capital, understand the planning and accept medium and long-term investment if the assessment is good. At the same time, they need to be mentally stable to avoid fomo, losing deposits or suffering bitter consequences; even being involved with the law.
For apartments, the average price of commercial apartments in Hanoi for sale is currently about 65-85 million VND/m2, with many projects priced from 100-200 million VND/m2. With this selling price, almost only home buyers are interested because buying for investment to rent will take 30-50 years to recover the capital, this price is also beyond the income of the people.
Along with that, according to the leader of G6 Group, the supply of social housing in Hanoi from 2025 to 2030 will be very large. Currently, there are about 14 large-scale projects selecting investors, 67 projects are being implemented and there are 83 clean plots of land with completed infrastructure belonging to the 20% land fund for social housing. Notably, in 2025, Hanoi will open for sale more than 6,000 social housing units.
This will affect the price of apartments in the future, as well as liquidity. When many people can buy houses, it will also affect the demand for rental houses and rental prices.
Hanoi real estate prices have increased sharply in recent times, with apartments increasing by 50-200%, houses and land increasing by 20-50%. Meanwhile, real estate on the outskirts of Hanoi such as Hung Yen, Bac Ninh, and Ha Nam has also increased by 10-50% in recent times, so it will no longer be attractive. Currently, the cash flow is moving south to Ho Chi Minh City, Phu Quoc, Da Nang, etc. In 2025, investors may be interested in the land segment or multi-purpose agricultural land," said Mr. Que.
Meanwhile, Mr. Le Dinh Chung, General Director of SGO Homes Real Estate Investment and Development Joint Stock Company, analyzed that with the strong urbanization rate, demand in localities will be high, so investing to increase capital gains, buying land is still good and safe.
According to him, with 3-4 billion VND, it is possible to invest in land around Hanoi, economic axes associated with industrial parks such as Bac Ninh, Bac Giang or Hung Yen, Hai Duong, Hai Phong, Quang Ninh...
However, the General Director of SGO Homes noted that when buying land, investors need to pay attention to projects that meet legal conditions, at least signing a sales contract or having a red book. At the same time, it is necessary to consider the investor's capacity; choose locations that meet the needs and attract people to live there in the future.
As for auctioned land, according to Mr. Chung, most auctions are currently conducted at high prices based on psychology and the hope of selling for a few hundred million dong more. In terms of investment, this method will not be effective.
“This type of land can only be invested in the short term, when the market is “hot”, then it can be “surfed”; long-term investment, especially at this time, will not be as profitable as investing in project land,” said Mr. Chung.
Details of 3 billion-dollar land lots in Thu Thiem Urban Area about to be auctioned
The Department of Natural Resources and Environment of Ho Chi Minh City (HCMC) - said that it is expected that in the second quarter of 2025, the City will organize an auction of 3 land lots in Thu Thiem New Urban Area, Thu Duc City.
These are plots 1-2 and 1-3 in Functional Area No. 1, and plots 3-5 in Functional Area No. 3. Of which, plot 3-5 was put up for auction in November 2021, but the winning bidder later canceled the contract and accepted the loss of the deposit.
Lot 1-2 and Lot 1-3 are both part of the planning of 9 lots of multi-functional residential and commercial land. Both lots are clean land, prime location with 4 frontages, built on a scale of 1 basement and 14 floors.
Specifically, lot 1-2 has an area of over 7,886m2, with 205 apartments. Lot 1-3 has an area of over 5,006m2, with 152 apartments.
The remaining plots 3-5 are one of the four plots that Ho Chi Minh City put up for auction in November 2021. A company won the auction for this plot of land at VND3,820 billion, 7 times higher than the starting price.
However, after the Ho Chi Minh City People's Committee approved the auction results and the City Tax Department issued a notice to pay the money, the winning enterprise did not pay and agreed to forfeit the deposit.
Located in the Northern Residential Area planning of functional area No. 3, lot 3-5 has an area of 6,446m2. The construction floor area of this land lot is 15,000m2, with a scale of 76 apartments, and a maximum population of 608 people.
According to the City Department of Natural Resources and Environment, because land prices are applied according to the adjusted price list, the starting price of the above 3 land lots is expected to be more than 5,000 billion VND.
Commencement of CT3 social housing project in Dong Anh, Hanoi
The CT3 social housing project in the new urban area of Kim Chung, Dong Anh district (Hanoi) officially started construction on March 3, providing more than 1,100 apartments with an expected price of 18.4 million VND/m2.

The project is invested by a joint venture between Hanoi Housing Investment and Development Corporation (Handico) and Viglacera Corporation, located in the Thang Long Green City social housing project in Kim Chung urban area.
Thang Long Green City project has a total area of nearly 3.7 hectares with 4 buildings. Of which, the social building on plot CT4 was put into use from the fourth quarter of 2021 with 484 apartments, providing accommodation for more than 1,500 people.
On the CT3 plot, there are 3 buildings with a total floor area of about 109,000m2. The buildings are 12 stories high and have an attic, providing more than 1,100 apartments, accommodating more than 3,900 people.
The representative of the joint venture investor, Mr. Pham Tien Duc, General Director of Handico Corporation, said that the project was designed by Singaporean architects with modern and synchronous utility highlights such as children's play area, green landscape... creating a comfortable and modern living space. Each apartment is designed to optimize usage, with a suitable area of 50-64 m2 including 2-3 bedrooms...
In particular, the selling price of this social housing area is expected to be around VND18.4 million/m2 (including 5% VAT and 2% maintenance fee). With the above unit price, a 49.8m2 apartment in the project costs around VND920 million. The largest apartment of 64m2 costs around VND1.2 billion.
Speaking at the groundbreaking ceremony, Vice Chairman of Hanoi People's Committee Duong Duc Tuan requested the joint venture investor to implement advanced construction measures and solutions, aiming to complete the project in the early third quarter of 2026, 5 months ahead of schedule, compared to the expected progress of the fourth quarter of 2026.
The leaders of the City People's Committee also requested the two corporations to direct their member units to speed up project preparation procedures for the remaining works and investment projects in the city. Especially the works at land plot CT5 in the Kim Chung new urban area, to soon complete the procedures to adjust the investment policy to continue construction in 2025, complete the synchronous infrastructure of the Kim Chung new urban area and add to the social housing fund for the city.
Bases for determining soil type
When determining soil type, what are the bases?
Clause 1, Article 10 of the 2024 Land Law stipulates the determination of land type based on one of the following bases:
a) Certificate of land use rights; Certificate of house ownership and land use rights; Certificate of land use rights, house ownership and other assets attached to land; Certificate of land use rights, ownership of assets attached to land;
b) Documents on land use rights prescribed in Article 137 of this Law in cases where the certificate prescribed in Point a of this Clause has not been granted;
c) Decision on land allocation, land lease, permission to change land use purpose by competent state agencies in cases where the certificate specified in Point a of this Clause has not been granted.
Clause 2, Article 10 of the 2024 Land Law stipulates: In cases where there are no documents specified in Clause 1 of this Article and in cases where the land type determined on the issued documents is different from the land classification according to the provisions of this Law or different from the current land use status, the determination of land type shall be implemented according to the Government's regulations.
Thus, determining soil type will be based on the above criteria.
