Assessing the effectiveness of implementation and replicability of the city for the 2025 initiatives (session 1)

On the morning of August 12, the Department of Science and Technology (DOST) held a meeting of the Council to evaluate the effectiveness of application and the possibility of replicating the city's initiatives in 2025. Attending were representatives of relevant departments, agencies, sectors and units. Deputy Director of the DOST Pham Huy Thang was Vice Chairman of the Council.

According to the synthesis of records in the city by the Department of Science and Technology, in 2025, there were 426 initiative records proposed for evaluation and recognition by 233 authors and 193 groups of authors in 28 fields; an increase of 185% compared to 2024, of which the field of Educational Management had the most initiatives with 102 initiatives (accounting for 24% of the total number of initiatives). Through a preliminary review of the content, it was found that some initiatives had good ideas and content, and the solutions were clearly presented; however, some initiatives were not new, creative , and the possibility of widespread application in the city was not clear, effective, and the benefits obtained from the initiatives were not specific...

At the Council, the representative of the Department of Science and Technology approved the guidelines for scoring and evaluating initiatives on a 100-point scale, specifically: novelty, creativity (30 points), replicability (30 points), effective application (30 points), presentation format and style of expression (10 points).

In the spirit of democratic and objective working, the Council unanimously approved the set of criteria for scoring, the scoring scale and appraisal process, the message, and the form system. Council members evaluated the initiatives based on scientific , practical, fair, and transparent grounds. In addition, the Council also requested that some initiatives need to be supplemented with additional documents, practical evidence, comparative data, feasibility when deployed on a large scale in terms of results and benefits, and other related documents; some initiatives need to highlight the novelty, creativity, or the ability to replicate at the city level of the solutions...

The Department of Science and Technology will compile the scorecards and complete the initiative profiles to plan the next meetings./.
