The signing of the Memorandum of Understanding is within the framework of the visit and working session of the delegation of the Civil Judgment Enforcement Administration (CEA) led by Comrade Nguyen Thang Loi, Director of the Agency, in the Russian Federation.
Foundation of friendship, bridge for legal cooperation
The Vietnam-Russia relationship over the past 75 years has not only been affirmed by its historical length and the loyal affection between the two peoples, but has also increasingly expanded and deepened in many key areas, including law and justice.
On that basis, the signing of the Memorandum of Understanding on bilateral cooperation between the Vietnam Civil Judgment Enforcement Agency and the Russian Federal Judgment Enforcement Agency is a concrete and practical step, clearly demonstrating the spirit of initiative, openness and desire for substantive cooperation between the two specialized agencies.
The signing took place on the basis of the Cooperation Program for the period 2026–2027 between the two Ministries of Justice , agreed upon during the official visit to the Russian Federation by General Secretary To Lam in May 2025. Under the witness of General Secretary To Lam and President Vladimir Putin, Minister of Justice Nguyen Hai Ninh and Russian Minister of Justice Konstantin Chuychenko discussed and confirmed this Cooperation Program.
This is a vivid continuation and concretization of the comprehensive foreign policy, and at the same time a clear demonstration of the transformation of strategic vision into concrete actions in international judicial cooperation.
This Memorandum of Understanding also has profound significance in the context of Vietnam's efforts to realize Resolution No. 27-NQ/TW of the Party Central Committee on building and perfecting the socialist rule-of-law state in the new era.
Regarding the signing of the Memorandum of Understanding, the Vietnamese side identified improving the effectiveness of THADS as a key task in the process of building a socialist rule-of-law state. Cooperation with prestigious enforcement agencies in the world , including the Russian Federal Enforcement Agency - a unit that has affirmed its professional position and leading role at many international forums - is considered an important opportunity to gain experience, standardize processes and improve the quality of the THADS team.
This will be the foundation for building a Vietnamese THADS civil servant force with high capacity, ethics and professionalism, meeting the requirements of judicial reform and international integration.
Legal corridor for comprehensive and in-depth cooperation
According to the agreed content in the Memorandum of Understanding, the two sides commit to promoting comprehensive cooperation in many key areas related to THADS work and bailiff activities. The focus includes:
Exchange professional experience, especially in improving and developing the THADS system; provide legal support to civil servants enforcing judgments; monitor the law enforcement process and contribute to perfecting the legal system in this field.
Technical and professional cooperation, through sharing enforcement measures to verify addresses, assets and confiscate assets of judgment debtors; applying restrictive measures against acts of evading or obstructing judgment enforcement; and providing technical support, software and data processing to serve THADS.
Promote the application of information technology in the context of digital transformation, improve the efficiency of management, operation and transparency of enforcement activities. Exchange specialized information and documents related to laws, application practices and changes in enforcement procedures.
Organize joint study and research programs, creating conditions for THADS officials of both sides to access practical experience, expand understanding of the organizational model and operation of the modern enforcement system.
Coordinate the organization of conferences, seminars, training and intensive training to enhance the capacity, knowledge and practical skills of staff, while creating a foundation for sustainable professional development.
Participate in and co-organize international and regional events, including seminars, legal forums and academic activities related to civil enforcement and bailiffs. Establish a mechanism for direct consultation between the two sides on professional issues within the framework of interdisciplinary cooperation.
Expand cooperation in other areas of mutual interest, based on the principles of equality, mutual respect and practical effectiveness.
All activities are carried out on the basis of equality, not bound by international treaties, but demonstrate clear political will and commitment to specific actions.

Outstanding mark in international cooperation
Over the years, the Ministry of Justice of Vietnam has always considered international cooperation a strategic pillar to improve state management capacity, acquire advanced experience and promote legal and judicial reform. Through a network of bilateral and multilateral cooperation with many countries, territories and international organizations, the Ministry of Justice has gradually affirmed Vietnam's position as a reliable, proactive and responsible partner in the international legal community.
Cooperation activities not only focus on professional exchange, technical assistance, and human resource training, but also extend to legal research and participation in the development of common legal standards.
In that picture of international cooperation, the Russian Federation has always been an important partner, having a close relationship and a solid foundation of cooperation with Vietnam.
At the bilateral talks in May 2025, Vietnamese Minister of Justice Nguyen Hai Ninh and Russian Minister of Justice Konstantin Anatolyevich Chuychenko agreed to strengthen the implementation of the signed Cooperation Program, aiming for practical and sustainable effectiveness.
Priority contents include expanding postgraduate training for judicial officials; promoting the exchange of law students in Russian and developing cooperation in legal professions such as bailiffs, notaries, lawyers... Minister Nguyen Hai Ninh also emphasized the need to promote the role of the Vietnam - Russia Joint Working Group as a regular coordination mechanism, contributing to timely resolving technical, legal and training issues, thereby bringing cooperation into greater depth, cohesion and effectiveness.
Previously, in 2023, implementing the 2023 Action Plan of the Vietnamese Expert Group of the Vietnam-Russian Federation Joint Working Group, The Ministry of Justice of Vietnam and the Ministry of Justice of the Russian Federation also jointly organized a seminar on "International experience in improving the effectiveness of THADS and applying digital technology". This event created an opportunity for experts from both countries to directly exchange on management models, advanced professional methods and technological solutions in verifying and handling assets in THADS.
From that solid stepping stone and foundation, the THADS Management Department signed a Memorandum of Understanding with the Russian Federal Enforcement Agency. This is a milestone affirming the capacity to connect, integrate and implement international cooperation programs of the Ministry of Justice in general and the Department in particular.
This international agreement not only contributes to standardizing processes and modernizing the enforcement system, but also improves the quality and professionalism of the staff, meeting the requirements of judicial reform and international integration...
The signing of the Memorandum of Understanding with the Russian Federal Judicial Enforcement Agency is not only a bilateral cooperation activity, but also a vivid demonstration of the comprehensive foreign policy of the Party and State in the field of law and justice. This is a step to concretize the policy of Resolution 66-NQ/TW, and at the same time affirms the maturity and strong integration of the Vietnamese Judicial Enforcement Agency in the international arena.
