Sinking the Sheng Li ship creates a unique diving spot in Con Dao

The proposal to sink the cargo ship Sheng Li to create a high-end diving spot in the Con Dao area is a novel idea but still has many mixed opinions.

Amadive Travel Services Co., Ltd. has just proposed a project to sink the Sheng Li ship to create a high-class diving spot in the Con Dao area (HCMC). The project was sent to the HCM City Department of Tourism, the Department of Agriculture and Environment and related units.

Sinking the Sheng Li for more unique diving products

According to Amadive’s proposal, the company proposed to sink the Sheng Li ship to create a unique and high-class diving spot in the Con Dao sea area. This would help attract domestic and foreign tourists, develop green tourism , and aim to experience nature in Con Dao.

Specifically, the wreck diving site will be a distinct tourism product, attracting high-end customers, thereby creating more room for growth and creating better quality jobs for local people. The wreck will become an artificial coral reef, providing shelter and breeding ground for many marine species, contributing to enhancing biodiversity.

Creating an attractive diving destination can help reduce pressure on natural coral reefs, helping them recover and develop more sustainably. "Amadive is committed to implementing this project in accordance with legal procedures and regulations, ensuring maritime safety, environmental protection and marine landscape. We have carefully studied the technical and economic aspects of the project, believing in the feasibility as well as the long-term benefits it will bring to Con Dao and the Vietnamese tourism industry," said Mr. Ngo Tuan Tu, Director of the company.

This enterprise also hopes that the management agency will consider approving the project and provide guidance on completing the necessary legal procedures, creating conditions for implementation, contributing to the sustainable development of Con Dao sea tourism.

On the management side, in the latest document sent to the Department of Agriculture and Environment of Ho Chi Minh City, the Department of Tourism of Ho Chi Minh City said that after research and review, this agency basically agreed to propose the Project to sink the Sheng Li ship to create a unique and high-class diving spot in the Con Dao sea area.

However, the Department of Tourism requested the Department of Agriculture and Environment to survey, inspect, update, evaluate and forecast the location of the sinking with the planned water area and the potential impact of sinking the ship and serving tourism in the coming time. There should be a plan to monitor and update the quality of the sea water, ensuring that there is no pollution to the surrounding areas and the potential impact on the water areas of the beaches serving tourism in the Con Dao Special Zone.

Doubts about the feasibility of sinking the Sheng Li

Speaking to a reporter from Nguoi Lao Dong Newspaper, Mr. Le Truong Hien Hoa, Deputy Director of the Ho Chi Minh City Department of Tourism, expressed his support for the project and said that if this project is implemented, it can create a unique new product development model. "The model of sinking ships to create diving tourism products to attract domestic and international visitors has been done in some places in the world, but not in Vietnam. If it is possible to build a new, sustainable tourism product, it also needs to be researched," said Mr. Hien Hoa.

According to research, the model of diving to see shipwrecks is not a new product, many places in the world have implemented it with shipwrecks, associated with legendary stories about the ship, with great historical value. Tourism expert Nguyen Minh Man said that the proposal to sink the ship to create a new tourism product is a good idea. However, it is necessary to study and evaluate the feasibility before putting it into operation.

"Vietnam's tourism has only exploited resources and historical, cultural and architectural heritage on land and at the beaches, while river and marine resources have not really received worthy investments. Therefore, every idea is necessary to create new and impressive products but must ensure the safety of tourists" - Mr. Man expressed his opinion.

According to him, Vietnam has many advantages that need to be exploited, through investors with the capacity to train and exploit professional diving tourism, knowledgeable about the marine environment. Nha Trang (Khanh Hoa) is a place where diving tourism is strongly developed, followed by coastal areas such as Phu Quoc and now Con Dao.

"If exploited in the right direction, ensuring safety for tourists and environmental conservation, this will be a product that attracts a large number of tourists in Vietnam and the world who love diving tourism. However, diving tourism is a conditional experience, not simply sinking a ship into the sea to exploit tourism. There needs to be realistic assessments of environmental impacts, in which the flow factor is one of the very important factors related to the safety of tourists" - Mr. Nguyen Minh Man said.

From another perspective, Mr. Tran Tuong Huy, Permanent Deputy Director of the Institute for Social Tourism Research, said that the idea of sinking the Sheng Li ship to create a diving tourism product sounds quite attractive from a marketing and experience perspective. However, in terms of feasibility, it needs to be considered. Because, Con Dao has a natural ecosystem that needs to be preserved.

According to him, it is necessary to define the Con Dao tourism brand to unify service products. "From a legal perspective, intentionally sinking a ship (even if it has no economic value) must be licensed by the Ministry of Construction, Ministry of National Defense, Ministry of Agriculture and Environment and local authorities. It must be proven that the sinking does not cause pollution (removing oil, chemicals, toxic materials before sinking). The sinking location must be outside the main shipping route, not affecting fishermen, shipping lanes and marked on the nautical chart..." - Mr. Tran Tuong Huy analyzed.

The refrigerated cargo ship Sheng Li, 52 m long, 8.5 m wide, with a capacity of 1,200 tons, built in 2002 in Togo, was abandoned at sea in Con Dao about 2 years ago. Fishermen discovered the ship drifting, with the words "Sheng Li" printed on its hull, and then authorities towed it to a storm shelter. Once a "strange object" in the middle of the ocean, the ship quickly became a popular check-in spot on social networks.

After a long time of being anchored and unused, with no owner coming to claim the ship, the ship has seriously deteriorated, the hull is rusty. There are 6 interconnected cargo holds, the machinery is damaged, many parts are no longer usable. On May 9, 2025, the People's Committee of Ba Ria - Vung Tau province (old) issued a decision to auction the ship to recover scrap, with a starting price of 1.7 billion VND, excluding taxes and other costs. The winning bidder can only dismantle it, not convert it or use it for other purposes.
