Accordingly, implementing Plan No. 21-KH/DU, dated July 25, 2025 of the Government Party Committee on propaganda, mobilization, collection, submission, and donation of documents, materials, and artifacts to build the Museum of the Communist Party of Vietnam , the Party Committee of the Ministry of Culture, Sports and Tourism develops a plan to organize and implement propaganda, mobilization, collection, submission, and donation of documents, materials, and artifacts to build the Museum of the Communist Party of Vietnam.

Purpose, requirements

To widely propagate and educate about the birth and development of the Communist Party of Vietnam, the Party's leadership and direction in the cause of national liberation struggle, building the socialist Vietnamese Fatherland as well as in the cause of innovation and international integration; to foster and arouse patriotism, national pride, and sense of responsibility among cadres, party members and the people.

Through propaganda and mobilization work, collect and donate documents, materials, and artifacts of historical, cultural, scientific, and legal value to clarify the formation and development of the Communist Party of Vietnam; the leadership and direction role of the Central Executive Committee, the Politburo , and the Secretariat; the contributions of President Ho Chi Minh, comrades General Secretaries, key leaders of the Party and State, and typical revolutionary predecessors through the periods; the role of cadres, party members, and people of all walks of life in the revolutionary cause of the Party and the nation.

Propaganda, implementation and mobilization must be synchronous, effective and suitable to the characteristics of agencies, units and enterprises in the entire Party; documents, materials and artifacts collected and donated must ensure authenticity with historical, cultural, legal and scientific value; priority must be given to original artifacts and rare documents associated with typical historical figures and events and verified and appraised according to regulations; aiming to build the archive of the Museum of the Communist Party of Vietnam - a typical cultural and political institution of the country.

Documents, materials, and artifacts associated with the leadership and direction activities of the Party, the Party Central Committee, the Politburo, the Secretariat, Party committees, and Party agencies at the Central level through the periods, including:

Platform, Brief Strategy, Platform, Party Statutes through the periods; documents of National Party Congresses from the 1st Congress (1935) to the 14th Congress (2026); Resolutions, Conclusions, Directives of the Central Executive Committee, Politburo, Secretariat; documents of Central Conferences.

Forms of propaganda and mobilization to collect documents, materials and artifacts

Party cells and party committees directly under the organization propagate the political, cultural, educational significance and importance of building the Communist Party of Vietnam Museum through conferences, internal newsletters, websites, electronic information portals, social networks, and communication systems of the Ministry, agencies, units, and enterprises.

Launch the movement "Donate historical documents and artifacts" associated with patriotic emulation movements to celebrate major holidays and important historical events of the country; mobilize cadres, party members, civil servants, public employees, and workers to collect and donate historical documents, materials, and artifacts; commend and reward organizations and individuals with positive contributions to the work of collecting and donating valuable documents and artifacts.

Propagating activities organized on: Reception and honoring ceremonies for domestic and foreign organizations and individuals who have made positive contributions to donating and collecting valuable documents and artifacts; conferences, seminars, and scientific discussions on the role of collected historical documents and artifacts; introducing preserved, digitized documents, materials, and artifacts and displaying documents, materials, and artifacts at the Museum of the Communist Party of Vietnam; organizing mobile exhibitions at museums, exhibition and display centers nationwide; introducing documents and artifacts through various forms on mass media.

Roadmap for implementing the collection campaign

The work of propagating, mobilizing the collection, submission, and donation of documents, materials, and artifacts about the Communist Party of Vietnam, President Ho Chi Minh, comrades General Secretaries, key leaders of the Party and State, and typical senior leaders through the periods in the Party Committee is divided into two stages:

Phase 1: From 2025 to January 2030

Party cells and subordinate Party committees develop specific plans to implement, deploy propaganda, mobilization, and collection; organize the reception, classification, and preservation of valuable documents, materials, and artifacts donated by organizations and individuals; carry out the handover of valuable documents and artifacts collected; receive, classify, preserve, and transfer documents and artifacts in accordance with current laws and instructions of the Department of Archives - Central Office of the Party: From August 2025 to January 2030.

Regularly inspect and urge the implementation; synthesize and evaluate the annual implementation results of the Party Committee's Propaganda and Mass Mobilization Department and the Department of Cultural Heritage to synthesize and serve the summary of the National Campaign: Early January 2030.

Phase 2: From February 3030 onwards

Party cells and subordinate Party committees continue to promote activities: Organizing exhibitions and thematic displays to introduce documents and artifacts received at the Museum of the Communist Party of Vietnam; serving political and ideological education and historical education activities for cadres and Party members.

Continue regular and long-term collection work; coordinate with ministries, sectors, localities, and Vietnamese representative agencies abroad to mobilize and encourage cadres, party members, people, private organizations, and private museums at home and abroad to donate/donate or purchase documents, materials, and artifacts about the Communist Party of Vietnam, President Ho Chi Minh, comrades General Secretaries, key leaders of the Party, State, and exemplary senior leaders of all periods.

Agencies, units, cadres and party members in the Party unanimously and responsibly contribute to the work of collecting, preserving, conserving, managing, displaying and promoting the value of historical documents, materials, images and artifacts; propagating to raise awareness and responsibility of cadres and party members in educating traditions, spreading historical and cultural values ​​of revolution, contributing to widely promoting the image of the Museum of the Communist Party of Vietnam to the people, domestic tourists and international friends.

Implementing organization

The Propaganda and Mass Mobilization Department of the Party Committee of the Ministry presides over and advises the Standing Committee of the Party Committee of the Ministry in directing, guiding, monitoring, inspecting, and urging the implementation of the Plan throughout the Party Committee; is the focal agency for coordinating and unifying propaganda, mobilization, and collection activities.

Coordinate with press and media agencies and units to write articles to widely disseminate the purpose, meaning and content of the Campaign; coordinate with relevant units in selecting, introducing and displaying typical artifacts and documents to spread the historical, revolutionary, scientific and legal values ​​of the collected documents and artifacts throughout the political and social system.

Coordinate with the Department of Cultural Heritage to develop a Report of the Ministry's Party Committee to send to the Central Propaganda and Mass Mobilization Commission and the Government Party Committee's Propaganda and Mass Mobilization Commission; propose to commend and reward collectives and individuals with positive and effective contributions to the work of collecting and donating valuable documents and artifacts; coordinate to serve the summary of the National Campaign: Early January 2030.

Party cells and subordinate party committees

Based on the functions and tasks of each agency, unit, and enterprise, coordinate with the leaders and mass organizations to develop a plan/program to propagate, implement, and organize the collection and donation of documents, materials, and artifacts of historical, cultural, revolutionary, scientific, and legal value, contributing to the construction of the Museum of the Communist Party of Vietnam.

Party cells and Party committees directly under the Party Committee of the Ministry have related functions and tasks to carry out the work of appraisal, classification, and technical processing of documents, materials, and artifacts; closely coordinate with the Department of Archives - Central Office to unify the plan, content, and form of receiving and handing over documents and artifacts to ensure compliance with the process, procedures, and progress according to regulations.

The Party cells and Party committees under the Party Committee of the Ministry have the functions of press, communication, information, orientation, and leading information accurately, objectively, and in depth on mainstream media platforms, social networks, and digital platforms; directing the production and development of television and radio programs, newsletters, special pages, columns, thematic programs, reports, talks, and documentaries about the Museum of the Communist Party of Vietnam, historical documents, valuable artifacts, and typical donors; promoting exhibitions and thematic displays introducing received documents, materials, and artifacts, serving the propaganda and education of revolutionary traditions and spreading the historical values ​​of our Party in society.

Regularly inspect and urge the implementation; synthesize and report the annual implementation results to the Party Committee of the Ministry and the Department of Cultural Heritage.

Party Cell of Department of Cultural Heritage

Act as the focal point in charge of coordinating and directing the system of museums from the central to local levels, conducting reviews, statistics, and classification of documents and artifacts currently preserved related to the history of the Party, President Ho Chi Minh, historical figures, representatives, and the Party General Secretary through periods of temporary rotation or additional transfer to the Museum of the Communist Party of Vietnam upon request.

Direct and monitor museums under the Ministry in receiving, classifying, inventorying, preserving documents, materials, and artifacts collected and donated, preparing plans to preserve artifacts during the construction of the Communist Party of Vietnam Museum and other tasks assigned by the Ministry's leaders in coordination with relevant agencies of the Party Central Office.

Coordinate with the Propaganda and Mass Mobilization Department of the Party Committee of the Ministry to synthesize the implementation results from the Party cells and Party committees under the Party Committee of the Ministry; develop a Report on the implementation situation according to the direction of the Central Propaganda and Mass Mobilization Department and the Propaganda and Mass Mobilization Department of the Government Party Committee.
