On the afternoon of March 4, in Hanoi, the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2020-2025 term held a Standing Committee Conference. Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, Chairman of the Central Committee of the Vietnam Fatherland Front chaired the Conference.

Attending the Conference were Mr. Do Trong Hung, member of the Party Central Committee, Deputy Head of the Central Organizing Committee; Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Mr. Tran Thang, Deputy Secretary of the Party Committee of the Fatherland Front, Central mass organizations; Vice Presidents of the Central Committee of the Vietnam Fatherland Front: Hoang Cong Thuy, To Thi Bich Chau and leaders of the Party Committees and affiliated Party cells.

The conference implemented Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system.

Delegates attending the Conference also discussed and contributed opinions on the content of the Project submission requesting opinions from the Politburo and the Central Steering Committee on the organization of the Fatherland Front and socio-political organizations, mass organizations assigned tasks by the Party and State; discussed the content of the orientation to amend and supplement the 2013 Constitution - regulations related to the Vietnam Fatherland Front.

From the discussion opinions of the delegates attending the Conference, Mr. Do Trong Hung, Deputy Head of the Central Organizing Committee, suggested that in the process of restructuring the organizational structure, it is necessary to ensure the inheritance of the results achieved in the past and closely follow the spirit of "orienting towards the grassroots" mentioned in the Documents of the 13th National Party Congress; at the same time, the organizational structure mentioned in the Project after being approved must ensure consistency from the Central to the provincial and communal levels to suit the current practical situation.

Receiving the opinions discussed at the Conference, Chairman Do Van Chien affirmed that the Fatherland Front and socio-political organizations have been fulfilling their missions well in the past time and when carrying out the renovation, they will contribute to further consolidating the great national unity bloc. Therefore, the arrangement needs to closely follow the practical situation, inheriting the achieved results to ensure smooth, effective and efficient operations in accordance with the spirit of Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat.

According to Chairman Do Van Chien, the Vietnam Fatherland Front is a political alliance, a voluntary union of political organizations, socio-political organizations, social organizations and typical individuals in social classes, strata, ethnic groups, religions and Vietnamese people residing abroad. This is the basis for the arrangement and streamlining of the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State to be synchronized from the Central to the provincial and communal levels; at the same time, the current operating apparatus of socio-political organizations will be basically maintained and adjusted to suit the actual situation.

Regarding the orientation of amending the provisions of the 2013 Constitution related to the Vietnam Fatherland Front, Chairman Do Van Chien stated that through reviewing the 2013 Constitution, there are 6 provisions on the Vietnam Fatherland Front and socio-political organizations, member organizations of the Front including: Article 9, Article 10, Article 84, Article 96, Article 101 and Clause 2, Article 116. Based on Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW of the Politburo, the Secretariat and the documents of the 13th National Party Congress, the provisions of the 2013 Constitution need to be amended and supplemented to serve as a constitutional basis for the arrangement and reorganization of the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.

Chairman Do Van Chien suggested that the Drafting Committee should soon complete the submission and draft of the Project to submit to the Politburo for consideration and decision according to the set schedule.
