Actively implement Sub-project 1

Dak Nong is implementing the Sub-project on Vocational Education Development in Poor and Disadvantaged Areas under the National Target Program (NTPP) on Sustainable Poverty Reduction for the 2021-2025 period.

In recent years, Dak Nong has actively implemented Sub-project 1, under Project 4 on Developing vocational education and sustainable employment under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.

The sub-project is implemented according to Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister). The project aims to develop vocational education in terms of both scale and quality of training.

The project supports vocational training for the poor and people in poor districts in the province. The project closely links vocational education with job creation, sustainable livelihoods, increased income and improved quality of life for the people.

Sub-project 1 is to support vocational training for poor, near-poor, newly escaped poverty households, low-income workers; support facilities, equipment, and vocational training means for vocational training institutions in the province.

“Models linking vocational training with businesses, cooperatives and supporting localities are also supported to develop and promote surveys, forecasting vocational training needs, and communication about vocational education,” informed Mr. Hoang Viet Nam, Deputy Director of the Department of Labor, Invalids and Social Affairs of Dak Nong.

By the end of 2025, Dak Nong aims to have 100% of poor and near-poor households with income shortages supported and facilitated to develop production, provide vocational training, create stable jobs, and increase income.

The province strives to support poor and near-poor households with at least one member of working age to have sustainable employment.

100% of workers from poor households, near-poor households, and newly escaped poverty households in need of support in connection, counseling, career orientation, provision of labor market information, and job search support.

The rate of workers from poor households, near-poor households, and households that have just escaped poverty; the rate of trained workers from poor and disadvantaged areas reaches 60%. Of which, workers with degrees and certificates reach 25%.

From 2022 - 2023, Dak Nong will support elementary level training and training under 3 months for about 4,332 workers, of which about 2,000 are from poor and near-poor households who are beneficiaries of Sub-project 1.

100% of workers from poor households, near-poor households, newly escaped poverty households, and low-income workers in need of support in training appropriate vocational skills.

The capital allocated to agencies, units and localities to implement Sub-project 1, under Project 4, phase 2022-2024 is nearly 137 billion VND. Of which, development investment capital is about 47 billion VND, and career capital is about 90 billion VND.

“After learning a trade, the majority of people are bold and proactive in applying science and technology to develop production, create jobs for themselves, contribute to increasing income and stabilizing life,” Mr. Nam assessed.

In 2024, Dak Nong plans to provide vocational training for about 2,390 workers in 3 National Target Programs according to Plan No. 175/KH-UBND dated March 20, 2024 of the Provincial People's Committee.

There are still difficulties and problems

Currently, the implementation of Sub-project 1 is facing difficulties in mechanisms and general regulations that need to be promptly resolved.

According to the provisions of Clause 1, Article 4, Circular No. 17/2022/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs; Point a, Clause 4, Section III, Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister, the beneficiaries of the above support contents are "vocational education institutions".

However, according to Clause 1, Article 2, Circular No. 01/2023/TT-BGDDT dated January 6, 2023 of the Ministry of Education and Training on promulgating the Regulations on organization and operation of vocational education - continuing education centers stipulates: "The center is a continuing education institution belonging to the national education system and is a public service unit with legal status, its own seal and account". This regulation makes it impossible for vocational education institutions to enjoy the above policies.

Mr. Hoang Viet Nam shared: “The above problems lead to the locality being unable to invest in upgrading, constructing some items and purchasing vocational training equipment for district-level vocational education and continuing education centers. Because the centers are not beneficiaries of the program to ensure the promotion of training functions to meet the targets of elementary level and under 3 months”.

Another problem is that the Central Government has not yet provided specific guidance on criteria for identifying low-income workers as beneficiaries of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, so localities have not yet provided vocational training support for these subjects.

At the same time, the sub-projects and component contents of vocational education implementation under the 3 National Target Programs have many similar and overlapping contents between implementation levels.

Due to the above reasons, the disbursement of capital for Sub-project 1, under Project 4, phase 2022-2024, has a very low rate, reaching 25.5% (35/137 billion).

Regarding the solution, Mr. Hoang Viet Nam said that units and localities have proposed to adjust more than 30 billion VND from implementing Sub-project 1 of Project 4 to implement other projects and sub-projects, which has been approved by the Provincial People's Council in Resolution No. 16/2024/NQ-HDND.

Currently, the Provincial People's Committee has submitted to the Provincial People's Council for consideration to amend and supplement Resolution No. 23/NQ-HDND to supplement medium-term investment capital for Dak Nong Community College with a budget of about 27 billion VND.

Dak Nong Community College is the only public vocational education institution in Dak Nong that has been granted a certificate of registration for vocational education activities by the General Department of Vocational Education under the Ministry of Labor, Invalids and Social Affairs with 22 occupational codes.

Currently, the school is training 30 classes, including: 22 intermediate classes, 8 college classes with a total of 849 students.

It is expected that Dak Nong Community College will be invested in and purchase vocational training equipment from Sub-project 1 funding, which will improve the quality of vocational training, making an important contribution to improving the quality of human resources in the province.
