Also attending were representatives of a number of Departments under the Central Organizing Committee; leaders of the Organizing Committees of provincial and municipal Party Committees under Emulation Cluster No. 2.

In his welcoming speech, comrade Doan Minh Huan, member of the Party Central Committee, Secretary of Ninh Binh Provincial Party Committee, briefly informed about some outstanding results in socio-economic development of Ninh Binh province.

It affirmed that: After 30 years of re-establishing the province, Ninh Binh has built a harmonious economic structure, shifting from "brown" to "green", prioritizing the development of clean industry, taking automobile production and supporting industry as the center, focusing on developing tourism into a spearhead economic sector, striving to become the leading tourist center of the country and of international stature.

That overall achievement has the positive contribution of the staff of the Party Organization and Building Department of the province, in which emulation and reward work plays an important role.

The Provincial Party Secretary said: Along with the development of localities in Emulation Cluster No. 2, in the coming time, the Ninh Binh Provincial Party Committee will continue to focus on leading and directing the completion of the goals set out by the Resolutions of Party Congresses at all levels. In 2024, the Party Organization and Construction sector will focus on advising and implementing preparations for Party Congresses at all levels for the 2025-2030 term towards the 14th National Party Congress; continue to promote the synchronous and effective implementation of directives, resolutions and conclusions of the Central Committee, the Politburo and the Secretariat.

The Secretary of the Ninh Binh Provincial Party Committee believes that: With the increasingly strong socio-economic development speed, with a very important position in politics, economy, culture, tourism..., Ninh Binh province as well as the provinces and cities in the Emulation Cluster No. 2 have, are, and will continue to hold an important position and role in the development process of the whole country and the organization of the conference to summarize the emulation work in 2023 of the Emulation Cluster is an important condition and foundation to strengthen the solidarity and close relationship between the provinces and cities to continue to develop strongly in the coming years.

According to the assessment of Emulation Cluster No. 2: In 2023, with the efforts, attempts, and solidarity of all cadres and civil servants, the entire Party Building Organization sector, including Emulation Cluster No. 2, has completed a large amount of work, with new content, creative ways of doing things, and increasingly improved quality.

Notably, it has proactively researched and consulted many leadership, direction and guidance documents of the Central Committee, focusing on Resolution 4 of the Central Committee (term XIII), new guidance documents on organizational structure, payroll, personnel work, party organization, party members, etc., ensuring suitability with practical situations, creating synchronization and unity in organization and implementation, bringing high efficiency.

Many new and difficult contents in personnel work have been focused on by units in the Cluster, and proposed to the Central Organizing Committee for review and revision, ensuring compliance with regulations and instructions of the Politburo and Secretariat, thereby contributing to gradually perfecting the institution on personnel work.

In 2023, the units in the Cluster have mobilized, appointed, rotated, designated, coordinated the appointment, and introduced candidates for 753 cadres under the management of the Standing Committee of the Provincial Party Committee and the City Party Committee and cadres of central agencies located in the province and city; advised and sent over 1,450 cadres to attend training and refresher courses.

Party member development work continues to receive attention from units, focusing on developing party members who are ethnic minorities, religious people, students, workers, business owners, etc.

By November 2023, the units in the cluster had admitted over 31,000 party members, an increase of 13.7% compared to 2022; established 73 party organizations, admitted 48 party members who are business owners in non-state enterprises. Internal political protection work; propaganda work on Party building on organizations, typical examples; consulting on the implementation of the "Golden Hammer and Sickle Award"... continue to be valued.

Localities have paid attention to, encouraged and created conditions for cadres and civil servants to promote initiatives, improve working methods, improve work quality and efficiency; promptly discovered and rewarded collectives, individuals, and advanced models with outstanding achievements in performing professional tasks and emulation movements, contributing to motivating all cadres and civil servants of the Party Organization and Construction sector to actively strive to excellently complete assigned tasks, contributing to the successful implementation of the Resolution of the Party Congresses of provinces and cities for the 2020-2025 term.

At the conference, delegates spoke, exchanged and discussed to clarify the results achieved by Emulation Cluster No. 2 in the past time; difficulties and shortcomings, and shared experiences and practical lessons in Party building and organization work.

The conference also reviewed and honored outstanding units to propose the Central Organizing Committee to reward them in 2023; honored the Cluster Leader and Deputy Cluster Leader of the 2024 emulation cluster and launched the emulation, approving the content of the emulation covenant in 2024.

Accordingly, Emulation Cluster No. 2 unanimously proposed that the Central Organizing Committee award the emulation flag to the Ninh Binh Provincial Party Committee Organizing Committee and award Certificates of Merit to 5 collectives and 13 individuals with outstanding achievements in the emulation movement in 2023;

The Organizing Committee of Lang Son Provincial Party Committee was honored as Cluster Head; the Organizing Committee of Thanh Hoa Provincial Party Committee and the Organizing Committee of Bac Ninh Provincial Party Committee were honored as Deputy Cluster Heads of Emulation Cluster No. 2 in 2024.

The conference also launched emulation and signed a competition agreement between units in 2024.

Concluding the conference, comrade To Van Tu, Head of the Organizing Committee of Ninh Binh Provincial Party Committee, Head of Emulation Cluster No. 2 affirmed: after a period of serious and responsible work, the conference has completed the proposed program content.

Based on the opinions of the delegates at the conference, he also proposed a number of contents and recommendations for the Central Organizing Committee to direct and orient the organization of the apparatus, the staffing, the job position project, the working regulations of the district and grassroots Party committees, the party member database software, etc. for localities to implement in the coming time.

Noting that 2024 is a year of special importance for the completion of the goals of the Resolution of the Provincial and Municipal Party Congresses for the 2020-2025 term, the Head of Emulation Cluster No. 2 in 2023 also requested that units in the Cluster, on the basis of promoting the achieved results, with the motto "Solidarity, democracy, discipline, setting an example, creativity", be determined to maintain the tradition of solidarity, unity, closely following the direction of the Central Organizing Committee, the Provincial Party Committee, the City Party Committee, the Standing Committee, the Standing Committee of the Party Committee at all levels, focus on advising and effectively implementing the Resolutions and conclusions of the Central Committee, especially the preparation work for the Party Congresses at all levels for the 2025-2030 term...
