On the morning of November 2, in Bac Son commune (Quy Hop district), comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council had a meeting with voters before the 17th Session of the 18th Provincial People's Council, term 2021 - 2026. Also participating in the meeting with voters were leaders of Quy Hop district and 4 communes of Bac Son, Nam Son, Chau Thai, Chau Ly.

At the meeting with voters, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi announced the expected content and program of the upcoming 17th Session. Accordingly, the session is expected to be held in 3 days from December 6 to 8, 2023; focusing on reviewing 35 reports and reviewing and approving 30 draft resolutions; expected to question two groups of contents on the current situation, causes and solutions for the management and effective use of land originating from state-owned farms and forestry farms and Youth Volunteer Corps; Solutions to develop Nghe An tourism into a spearhead economic sector in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

The 7th Session of the Provincial People's Council will be broadcast live on digital platforms and receive voters' opinions and recommendations via the online telephone hotline at the session 02383.598828, 02383.598800, 02383.598747.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also announced some of the implementation of the province's socio-economic development tasks in 2023; difficulties, limitations and key tasks that need to be focused on in the coming time.

The conference also received a report from representatives of the Office of the National Assembly Delegation and the Provincial People's Council on the results of handling voters' petitions in Quy Hop district before, during and after the 14th session of the 18th Provincial People's Council, term 2021 - 2026 to present.

Voters petitioned on many issues related to land.

In the spirit of democracy, frankness and responsibility, voters reflected and expressed many thoughts and aspirations. Voter Mac Van Tien (Vice Chairman of Bac Son Commune People's Committee) reflected that currently in the commune, the forest land under the Government's Program 163 is overlapping with residential land and agricultural land of the people; requesting competent authorities to resolve. In addition, due to lack of residential land, some people arbitrarily clear forest land for housing and hope that authorities will consider resolving housing land for people, both ensuring the rights of the people and improving State management of land, ensuring security and order in the area.

Voter Lo Van Kiem (Puc Nhao village, Bac Son commune) reported that in Puc Nhao village, Mr. Luong Van Quay's family had urgently relocated their house from the landslide area due to natural disasters, floods and storms, but after nearly 3 years, they have not received any support from the State. Requesting that all levels pay attention to implementing policies for people according to regulations.

Voter Kiem also requested that the authorities handle households who have arbitrarily cleared forests to plant acacia since 2017, which have been verified by the authorities.

Voter Lo Van Thong (Manh village, Bac Son commune) reported that recently and currently, there is a wild elephant that regularly destroys crops of people in Bac Son and Nam Son communes. He requested that the province have a policy to support the people's losses, because some areas of sugarcane of the people have been completely lost.

Some voters reported inadequacies in the implementation of the policy of borrowing capital from the Social Policy Bank to renovate houses; inadequacies in administrative procedures when carrying out admission procedures and implementing support policies for students; supporting resources for investment in building community cultural houses; granting land use right certificates to people; building a number of traffic projects, including the Bac Son (Quy Hop district) - Thach Ngan (Con Cuong district) route to promote socio-economic development of the western communes of Quy Hop district.

Need more responsibility in propaganda and policy implementation guidance for people

After the explanation of the leaders and departments and units at the district level, comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council acknowledged the reflections and proposals of the voters. At the same time, he highly appreciated the sense of responsibility of the leaders of Quy Hop district who assigned all departments, offices and agencies at the district level to attend the meeting with voters to receive and explain the opinions of voters and grasp the difficulties and problems from practice to continue to have solutions to direct and resolve.

Through the reflection and suggestions of voters, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi said that there are many difficulties and problems because people do not fully understand the policies, do not fully understand the procedures and records, such as borrowing capital, emergency relocation support, support due to elephants destroying crops, etc.; therefore, he suggested that Quy Hop district and communes need to be more responsible in propagating and bringing policies to the people, along with closer and more specific instructions for the people to properly resolve voters' recommendations.

At the same time, the district and local authorities are interested in implementing a strict and "closed" process of receiving, resolving and responding to voters' petitions, all the way to the voters.

Explaining voters' recommendations related to residential land and production land, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi shared the difficulties of people living in the forest but having no production land and informed: The Provincial People's Council is preparing a session to explain this content, requesting localities to synthesize, propose and propose problems and difficulties at the grassroots level to be sent through the district to the Provincial People's Council to find solutions or propose the Central Government to resolve them in the most comprehensive way.

Regarding the proposal to support investment in some traffic routes, the Vice Chairman of the Provincial People's Council requested the locality to make a submission and report to the province to have a plan to record capital for the next stages.
