In early spring 1948, Mr. Hoang Mai sent the newspaper “Friend of the People” along with a letter to Uncle Ho asking for his opinion on how to make a newspaper. Uncle Ho responded with a simple letter of just over 300 words, clearly stating “Six qualities of a revolutionary police officer”. These six qualities became the guiding principle for the People’s Police force.
