Construction has started without land acquisition or clearance

Giao thong Newspaper received feedback from many people in Yen Tap village, Yen Lu commune, Yen Dung, Bac Giang about the fact that on June 7, local people were shocked to discover that the construction unit of Yen Lu Industrial Park arbitrarily mobilized bulldozers and excavators to level and serve the construction of the industrial park at the village cemetery.

Bulldozer scene, cemetery has 12 graves that have not been exhumed, not yet cleared in Yen Lu commune, Yen Dung, Bac Giang.

It is worth mentioning that this cemetery has not had its land reclaimed or site clearance completed. There are still 12 graves that have not been reburied but have been flattened by machines.

Talking to us, Ms. TTX, a villager, said that at around 1:30 p.m. on June 7, her uncle passed by and saw machines leveling the graves, so he called everyone and the village chief to announce it over the loudspeaker for the villagers to go to the cemetery to find the graves. It is not clear why they secretly violated the graves at noon, when no one was in the fields, and by the time the villagers found out and ran out, the incident was already over.

People were shocked when they discovered a bulldozer leveling a cemetery with unexcavated graves.

There were also relatives' graves that were leveled. Ms. NTH said: Only when the village chief called on the loudspeaker did we know that our relatives' graves had been violated. When we got there, the contractor had already left the scene. These graves were only 1 to 2 years old, not yet due for reburial, not yet reclaimed, not yet cleared, but somehow they were leveled to make way for an industrial park.

Mr. Tran Duc Hai, Head of Yen Tap village, confirmed: Village leaders were not informed by anyone about the above construction.

"Previously, when the investor of Yen Lu Industrial Park, Capella Real Estate Joint Stock Company, leveled the ground, constructed roads, and built industrial park infrastructure near this area, the village and commune authorities came to the site to set up markers and hand over the site.

This cemetery still has 12 graves that have not been exhumed, and the land has not been cleared, so the local authorities are still managing it, and the enterprise arbitrarily brought in machinery to encroach. As soon as the incident happened, the village reported it to the People's Committee, and the commune leaders also came to make a record of the current situation and temporarily detained the bulldozer left at the scene," said Mr. Hai.

The investor confirmed that it was just a mistake.

On June 12, at the scene, Giao thong Newspaper reporters recorded that the investor and contractor were leveling the ground, transporting construction materials for the traffic, water supply, drainage and industrial park infrastructure projects. Currently, the cemetery area has been fenced off with corrugated iron, and the graves inside have been leveled.

The contractor is constructing a road in the industrial park, located near a cemetery with graves that have not been reburied, and have not been cleared but have been leveled.

The leader of Yen Lu Commune People's Committee said that immediately after the incident, the Commune People's Committee reported and asked for direction from the District Party Committee and Yen Dung District People's Committee. Accordingly, the local government requested the investor, Capella Real Estate JSC, to fence and protect the scene. At the same time, dig trenches around to protect the unexhumed graves of the people.

Yen Lu Commune People's Committee affirmed: Although the above land area is within the planning boundary for the industrial park, it is still public land, managed by the local government, and has not been counted, recovered, or cleared for the industrial park. Previously, the government, people and investors agreed to wait until the exhumation deadline for the households to move elsewhere before carrying out the procedures to recover the land for the industrial park construction. It is not clear why they suddenly brought in machinery to construct, causing people to be upset.

The clip recorded the scene of the incident where a cemetery with unexcavated graves was bulldozed.

"Currently, the Yen Dung District Party Committee and People's Committee are directing the Yen Dung District Police to investigate and clarify the cause of the incident for strict handling according to the provisions of law," said the leader of the Yen Luu Commune People's Committee.

Confirming the above information, the leader of Yen Dung District Police said that the unit has received the case, currently the specialized units of Yen Dung District Police are focusing on clarifying and resolving the case according to regulations.

Speaking to Giao thong Newspaper reporters over the phone, Mr. Bui Tho Khang, Director of Capella Real Estate JSC, said: The incident happened because the operator mistook the construction site. We have now completed the agreement on the level of spiritual support for the households whose graves were affected.
