President pardons people sentenced to prison and life imprisonment on National Day September 2

On the afternoon of July 7, the Office of the President coordinated with the Ministry of Public Security , the Ministry of Foreign Affairs, and the Supreme People's Court to hold a press conference to announce the President's Decision on amnesty in 2025 (phase 2/9).

At the press conference, Deputy Head of the Office of the President Pham Thanh Ha announced Decision No. 1244/2025 of the President on implementing special amnesty and early release for people sentenced to fixed-term imprisonment or life imprisonment on the occasion of the 80th anniversary of National Day, September 2.

Accordingly, the time served in prison for consideration of amnesty is calculated until August 31, 2025.

Regarding the conditions for being proposed for amnesty, the decision clearly states that people sentenced to fixed-term imprisonment or life imprisonment must have made much progress, have a good sense of reform, and be classified as having served their prison sentence fairly or well according to the provisions of the law on the execution of criminal sentences.

Specifically, a person sentenced to life imprisonment that has been reduced to a fixed-term imprisonment must have 18 consecutive quarters immediately preceding the time of consideration and proposal for amnesty classified as good or better.

A person sentenced to imprisonment from 15 to 30 years must have 16 consecutive quarters immediately preceding the time of consideration and proposal for amnesty with a grade of good or better.

A person sentenced to imprisonment from 10 to 15 years must have 14 consecutive quarters immediately preceding the time of consideration and proposal for amnesty with a grade of good or better.

A person sentenced to imprisonment from 8 to 10 years must have 8 consecutive quarters immediately preceding the time of consideration and proposal for amnesty classified as good or better.

A person sentenced to imprisonment from 5 to 8 years must have 4 consecutive quarters immediately preceding the time of consideration and proposal for amnesty classified as good or better.

A person sentenced to imprisonment from 3 to 5 years must have 2 consecutive quarters immediately preceding the time of consideration and request for amnesty classified as good or better.

A person sentenced to imprisonment of 3 years or less must have at least 1 consecutive quarter before the time of consideration and proposal for amnesty classified as good or better.

Mr. Pham Thanh Ha said that all of the above cases must have a follow-up period to be reviewed and evaluated to rank the prison sentence execution from good or better.

A person sentenced to a fixed term of imprisonment, if he has served at least 1/3 of his sentence, will be considered for amnesty. However, the time that his sentence was reduced will not be counted towards the time served.

In cases where a life sentence has been reduced to a fixed-term sentence, if the sentence has been served for at least 14 years, a special pardon may be considered. However, the time that is further reduced after the sentence is transferred will not be counted towards the time already served in prison.

People who have completed their obligations to return property, compensate for damages, and other obligations towards people sentenced to prison for corruption crimes may be proposed for amnesty.

People sentenced to fixed-term imprisonment who have served at least 1/4 of their sentence, people sentenced to life imprisonment that has been reduced to fixed-term imprisonment and have served at least 12 years, will be considered for special pardon if they fall into the following cases: people aged 70 or older; people suffering from serious illnesses, people suffering from frequent illnesses that cannot take care of themselves...
