In late April, at the headquarters of the People's Committee of Ngoc Linh commune, which will be the new administrative center after the merger of the three communes of Linh Ho, Ngoc Linh and Trung Thanh, the serious and urgent working atmosphere was clearly visible on the faces of every cadre and civil servant. Without the mentality of waiting or fear of change, people are proactively processing records, resolving administrative procedures for people in a timely manner, while implementing socio-economic development tasks, determined to complete the targets for 2025. Chairwoman of Ngoc Linh Commune People's Committee Nguyen Thi Lien said: "We identify this as an important political task, the commune has established a Steering Committee to proactively implement the work, closely coordinate with the district's specialized departments to review facilities, assess the capacity of staff, develop work arrangements and propose necessary infrastructure investment needs. At the same time, propaganda work and collecting people's opinions are widely deployed, creating consensus among cadres, party members and people".

Along with that, the Department of Economy, Infrastructure and Urban Areas is coordinating with specialized departments to inspect and review the current status of facilities in the communes subject to merger, especially the communes where the headquarters will be located, to assess the ability to connect infrastructure, traffic conditions, communications, etc. From there, develop plans for reasonable use, avoid waste, and at the same time ensure favorable working conditions for officials and civil servants after the new administrative apparatus is established. Many projects in the area related to the headquarters of some agencies and units have stopped investing, transferring resources to implement other essential investment and construction projects.

According to the project to rearrange commune-level administrative units of the province, Vi Xuyen district currently has 24 communes and towns. After the merger, there will be 12 commune-level administrative units left. Of which, 5 communes will remain the same because they have met the standards on natural area and population, including: Minh Tan, Thuan Hoa, Tung Ba, Thuong Son and Cao Bo. Reducing the number of administrative units by half helps to streamline the apparatus, save operating costs, improve the quality of service to the people and open up new development space.

However, the merger also poses many challenges, especially in the arrangement and rearrangement of cadres, civil servants and public employees. Vi Xuyen district is proactively developing a personnel plan for each new commune, ensuring that it is suitable for the qualifications, capacity, expertise and work aspirations of each individual. The arrangement and assignment of commune-level cadres is carried out democratically, transparently and objectively, based on a comprehensive assessment of work results, moral qualities and management capacity, and professional qualifications. In addition, with new requirements and tasks after the merger and an increase in the number of cadres, some communes will lack facilities, requiring investment to ensure that the new apparatus and headquarters operate effectively, without causing interruption in handling procedures for people and businesses.
