On July 22, the Provincial People's Committee issued urgent dispatch No. 05/CD-UBND on proactive measures to prevent, combat and respond to rain, floods, thunderstorms, tornadoes, lightning, landslides and rockslides.
The dispatch stated that, according to the assessment of the National Center for Hydro-Meteorological Forecasting, on the morning of July 21, the tropical depression in the East Sea had strengthened into a storm (storm No. 2 in 2024). The storm may cause heavy to very heavy rain in localities in the Northern region and Thanh Hoa, especially the Northeast region in the coming days; there is a high risk of localized major flooding on small rivers and streams, inundation in low-lying areas and urban areas, flash floods, landslides in mountainous areas and steep slopes. Accordingly, the Prime Minister issued Dispatch No. 70/CD-TTg dated July 21, 2024 on focusing on responding to storm No. 2 and floods.
Faced with the above situation, to proactively prevent and respond to all situations caused by rain, floods, thunderstorms, tornadoes, landslides, and rockslides that may occur, in order to minimize damage, the Chairman of the Provincial People's Committee requests:
Provincial departments, branches and sectors; members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue; Chairmen of the People's Committees of districts, towns and cities must not be negligent or subjective, and at the same time thoroughly grasp and seriously implement the Prime Minister's Official Dispatch No. 70 on focusing on responding to storm No. 2 and the directions of the Chairman of the Provincial People's Committee in documents, plans and schemes issued and directed since the beginning of the year...; based on their functions and tasks, strengthen inspection and closely coordinate with the Department of Agriculture and Rural Development and local authorities to resolutely implement measures to prevent and respond to rain, floods, landslides, rockslides, thunderstorms, whirlwinds and lightning according to regulations.
Chairmen of People's Committees of districts, towns and cities are responsible for closely monitoring weather forecasts and increasing the time of communication on mass media so that agencies, units and people know, have plans and implement appropriate measures to prevent, combat and respond to rain, floods, thunderstorms, tornadoes, lightning, etc. Promote the role of the commune propaganda committee and village propaganda team to propagate and advise people to limit going out when there is a warning of thunderstorms, tornadoes and heavy rain; reinforce and protect roofs, harvest crops that are ready for harvest with the motto "Green house is better than old field".
Organize a review of households living in areas at risk of being affected by landslides, rockslides, flash floods, and flash floods to have a timely evacuation plan, resolutely evacuate and move households and individuals living in dangerous areas, areas at risk of landslides, flash floods, and flash floods to a safe place (when it is necessary to take coercive measures for those who do not move).
Strengthen inspection and urge investors and construction units in the area to strictly implement disaster prevention measures at construction sites. Coordinate with the Department of Industry and Trade and the Department of Agriculture and Rural Development to direct owners of dams, hydroelectric and irrigation reservoirs to inspect dams, handle key areas of dams, operate reservoirs, and discharge floods according to procedures; promptly inform local authorities and people before releasing floods to ensure safety.
Organize patrols, guard forces, and post warning signs at underground overflow locations, dangerous places with high risk of flooding, flash floods, etc. to guide people and vehicles to ensure the highest safety; notify people not to stay overnight in tents or sheds on the fields, not to collect firewood or fish in rivers and streams when flood waters rise...
Check equipment and on-site forces ready to respond to natural disasters, search and rescue; organize a serious 24/7 on-duty team...
The Department of Agriculture and Rural Development (Standing Agency for Natural Disaster Prevention and Control) directs its affiliated agencies to coordinate with relevant agencies and units, and district-level People's Committees to review plans to ensure dam safety, plans to prevent flash floods, landslides, etc. to be ready to respond to all situations. Urge the district level to be ready to organize evacuation and move people living in dangerous areas, areas at risk of landslides, flash floods, and flash floods to safe places.
Provincial Hydrometeorological Station: Closely monitor weather conditions, promptly issue forecasts and warnings; provide information to the Department of Information and Communications, Lao Cai Newspaper, Provincial Radio and Television Station, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue to provide timely information for consulting and directing work.
Propose that the Vietnam Fatherland Front Committee and socio-political organizations of the province direct member organizations to actively and proactively coordinate with relevant units and authorities at all levels to conduct propaganda and mobilize to raise awareness and responsibility of the whole society for natural disaster prevention and search and rescue work.
