The Director of the Department of Education and Training of Ca Mau province said that, based on the conclusion of the accusation against Mr. Nguyen Trung Thanh, Principal of Phu Hung High School, the school and heads of functional departments of the department are required to hold a meeting to review collective and individual responsibilities; and at the same time, immediately rectify the unit's teaching plan. In particular, it is necessary to organize teaching of all subjects in accordance with regulations; rectify financial and asset management to prevent similar violations; direct accountants, treasurers and related organizations and individuals to overcome shortcomings in financial work...

As Thanh Nien previously reported, Mr. Nguyen Trung Thanh, Principal of Phu Hung High School, was accused of not teaching in class for many years but still receiving a 30% salary allowance; violating regulations on electricity management, causing a loss of hundreds of millions of dong. Specifically, through verification, from the 2019-2020 school year to the 2022-2023 school year, Mr. Thanh taught vocational education without ensuring the form of organization when integrating it into the school's flag-raising period; the records proving Mr. Thanh's teaching time did not have a basis to determine that he had taught 2 periods/week. Therefore, according to regulations, Mr. Thanh is not entitled to a teaching allowance.

In addition, from January 2019 to June 2023, Mr. Thanh directed the public houses and canteens to connect to the school's electricity meter. Every month, the school pays the electricity bill (for both the public houses and canteens) from the budget. However, Mr. Thanh assigned a teacher to collect the electricity bill for the public houses and canteens every month and submit it to the school treasurer for a separate account. At the time of the inspection, the verification team recorded that the amount of electricity kept separately was more than 100 million VND, kept in the school's safe. Mr. Thanh did not direct the treasurer to put it in the accounting books according to regulations; at the same time, he did not publicize this amount at the unit, which is a violation of financial transparency.

The Inspectorate of the Department of Education and Training of Ca Mau province also proposed to recover the allowance of 90 million VND that Mr. Thanh had received in violation of regulations; at the same time, requested to return more than 100 million VND in electricity bills that had been collected and kept in a safe for more than 4 years to return to the budget.
