What is the cause of the delay in the progress of Bach Mai and Viet Duc Hospital projects?

On the afternoon of June 17, at a press meeting to provide medical information for the second quarter of 2024, Minister of Health Dao Hong Lan said that the Ministry has reviewed, removed difficulties and obstacles, and promoted the implementation of the investment project to build the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital in Ha Nam province.

Accordingly, the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital both have a scale of 1,000 beds/hospital with a total investment of more than 4,500 billion VND for each facility. These are facilities built with the aim of reducing the need for medical examination and treatment for the overloaded first facility in Hanoi .

On October 21, 2018, the examination areas of both facilities were inaugurated. However, for nearly 6 years, Viet Duc Friendship Hospital, Facility 2, has only stopped at the ribbon cutting ceremony and has never received any patients.

According to the Ministry of Health , the reason for the delay is that it was not possible to foresee all the problems that may arise during the implementation process, especially the implementation of regulations on basic construction investment and the implementation of construction contracts. Therefore, problems have arisen in payment, settlement, and capital disbursement...

Currently, the Ministry of Health is coordinating with the Ministry of Construction to propose mechanisms to resolve problems, such as adjusting contract terms and inappropriate issues during implementation to ensure a legal basis.

Previously, for the two projects of Bach Mai Hospital and Viet Duc Friendship Hospital, the Ministry of Health approved the adjustment of the project implementation time until December 31, 2024 and directed the investor to work with contractors to continue construction and complete the project.
