"Extended arm" in new rural construction

(Baothanhhoa.vn) - From mountainous villages to plain villages, the strength of national solidarity gathered and promoted by the Vietnam Fatherland Front and organizations has created a vibrant new rural construction movement throughout the localities. Stories of people donating land to open roads and contributing money to build infrastructure have helped Thanh Hoa province continue to lead the country with 376 new rural communes, 123 advanced new rural communes and 27 model new rural communes.

"Go to every alley, knock on every door" to arouse people's strength

In Phuc Thuong village, Nam Giang commune (Tho Xuan), people often tell the story of opening the road to the lakeside campus as a vivid proof of the strength of the great solidarity bloc. Party cell secretary and village head Le Thi Thanh recalls the restless days of the party cell and the front work committee "going to every alley, knocking on every door" to mobilize the people.

“At first, many households were hesitant, some even disagreed because the land was in a beautiful location. But thanks to persistent explanations, the people finally agreed. As a result, 500 square meters of land were voluntarily donated by the people, along with more than 2 billion VND in contributions from households, turning Phuc Thuong into a model new-style rural village by the end of 2024," Ms. Thanh said.

A similar story also happened in Doan Quyet Thuong village, Thieu Phuc commune (Thieu Hoa). Party cell secretary and village chief Tran Van Viet recalled: "From a village with narrow, muddy roads every time it rained, Doan Quyet Thuong has now put on a new coat with a system of spacious, clean concrete roads." Faced with the protests of many households, the Party cell and the Front's working committee agreed on the motto "3 together": eating together, living together, and working together with the people.

The perseverance has paid off. From 2022 to now, the people of Doan Quyet Thuong village have voluntarily contributed more than 1.4 billion VND, donating 1,580m2 of land to expand 2.5km of roads. Today, 100% of the roads in the village have been paved and modern lighting systems installed. Thanks to that, the village was recognized as the first model new-style rural village of Thieu Phuc commune in 2023.

With the motto of "using the people's strength to care for the people", the Fatherland Front at all levels in the province has implemented many practical movements. In 2024, the whole province printed and distributed 42,500 propaganda leaflets, organized 688 training conferences on the role of the Fatherland Front in building new rural areas. In particular, the application of digital technology in propaganda with 15,600 news articles, 10 videos on the website and 18,000 news articles on fanpages has created a strong ripple effect. In addition, the Fatherland Front also participates in ensuring traffic order and safety, ensuring food safety, and communicating "Vietnamese people prioritize using Vietnamese goods" in conjunction with the OCOP Program.

Spreading practical work from organizations

Mass organizations have also played a good role in the new rural construction. Typically, the Provincial Farmers' Association has supported 169,811 households to borrow capital from the Social Policy Bank and the Bank for Agriculture and Rural Development through 5,225 loan groups, with a total outstanding loan of VND 17,105.6 billion; provided 2,270 households with loans from the Farmers' Support Fund with an amount of VND 66.957 billion. Supported the construction of 52 agricultural production models applying high technology and linking production according to the value chain, building brands, labels, and traceability stamps for 82 products. Mobilized, consulted, and guided the establishment of 273 new cooperatives, 25 cooperatives; mobilized 15,132 members to join cooperatives and cooperatives.

In particular, it has helped 3,054 households escape poverty, making an important contribution to the province's sustainable poverty reduction goal. The Association also mobilized farmers to voluntarily donate 126,741m2 of land to expand traffic corridors, participate in the construction of 346 projects, repair and renew 9,072km of rural roads and canals, with a total excavation volume of 48,962m3 of earth and rock.

The Provincial Women's Union organized many practical activities, in which the unions at all levels helped 2,831 women escape poverty and near-poverty; supported the establishment of 6 cooperatives, 7 cooperative groups, 15 joint groups, and 175 women-owned enterprises. The campaign "Building a family of 5 no's, 3 clean's to contribute to fostering and preserving the good values ​​of Vietnamese families" was strongly implemented by the unions at all levels. 972 tasks/activities of building new rural areas at the grassroots level were registered and implemented by the unions at all levels; 185 "5 yes, 3 clean" models were expanded, bringing the total number to 499 models in the whole province; 9,416 more houses were given the sign "Clean house - beautiful garden"; 5 models of "Green vegetable garden - clean and beautiful house - tidy kitchen - far-away barn" were built in the villages where Mong people live. Supported the construction and repair of 83 "Shelters of Love" houses worth 3,143 million VND; gave nearly 17,000 gifts to poor women and children worth nearly 6.5 billion VND.

Youth in the province also contributed to many practical activities. In 2024, the province provided career counseling to 48,900 young people, introduced jobs to 2,000 people, supported 490 initiatives, 10 start-up projects and established 100 new businesses owned by young people. The Youth Union managed 713 savings books with a total capital of VND 1,630.973 billion. The preferential credit program was implemented in 26 localities, creating jobs for nearly 1,000 workers, with a total outstanding loan of VND 71 billion.

In addition, the Provincial Youth Union continues to organize youth movements, projects, and tasks in a practical, safe, and effective manner, such as: building 10km of rural roads, 15km of lighting lines, 35 mural roads, 10 roads with blooming electric poles, 110 rows of youth trees, planting 300,000 trees, repairing 15 village cultural houses, and eliminating 14 dilapidated temporary houses. The Union also built 220 hygienic toilets, dredged 35km of sewers, and cleaned 50km of inter-village, inter-commune, and inter-district roads.

Veterans Associations at all levels have also promoted their role well through mobilizing members and people to actively donate land to build rural roads; support relocation and handover of land for projects; dredge irrigation canals and ditches; voluntarily contribute money and other materials to build new rural areas; plant trees of all kinds; protect forests and plant new forests... Notably, there are two breakthroughs in building "veteran affection" houses from members' contribution funds and building the model of "Veterans' Club helping each other develop the economy". The Association has organized 5 campaigns to respond to the campaigns with 1,250 participants.

The above practical actions of the Vietnam Fatherland Front and mass organizations have contributed to creating the strength of great national unity, spreading the new rural construction movement widely throughout localities in the province. In 2024, the total resources to implement the program reached VND 8,974,999 billion, of which capital mobilized from the community was VND 1,089.38 billion, accounting for 12.14%. In particular, the commune budget capital reached VND 1,444,191 billion, the district budget capital reached VND 2,587,942 billion.

In 2024, Thanh Hoa continues to affirm its leading position in the country in new rural development with impressive figures. The whole province has 16 more communes meeting new rural standards, 33 communes meeting advanced new rural standards and 11 communes meeting model new rural standards. As of December 31, 2024, the whole province has 376 new rural communes (ranked 2nd in the country), 123 advanced new rural communes (ranked 4th in the country) and 27 model new rural communes (ranked 7th in the country). Notably, the province also has 14 district-level units meeting new rural standards, 2 districts meeting advanced new rural standards - the first achievement in the North Central region, along with 820 mountainous villages/hamlets meeting new rural standards and 601 villages and hamlets meeting model new rural standards. In particular, 2024 marks an important step forward when the whole province donated about 480,000m2 of land, bringing the total in the 2021-2024 period to nearly 2 million m2. This figure not only demonstrates the high consensus of the people, but also proves the effectiveness of the mobilization work of the Vietnam Fatherland Front and mass organizations.

The vivid reality in Thanh Hoa shows that when the role of the Fatherland Front and mass organizations is well promoted, the New Rural Construction movement truly becomes a mass movement, creating a combined strength to make the countryside increasingly rich, beautiful and civilized. That is the proof that the motto "People know, people discuss, people do, people inspect, people supervise, people enjoy" is implemented in the most effective and practical way.
