It is necessary to launch and organize the annual "National Day of Savings Practice"

Implementing the policy of "Saving is a national policy" of our Party and State, in recent years, all levels, sectors and localities across the country have had many regulations and measures to practice saving, prevent and limit waste and initially achieved certain results.

However, to remind, encourage and motivate people of all walks of life to raise awareness, responsibility and actively practice thrift, we should organize "National Day of Thrift Practice".

Saving policies and strategies have not really been effective.

In terms of policies and guidelines, the Party and the State have issued many directives and regulations on practicing thrift and combating waste. On December 21, 2012, the 11th Party Central Committee Secretariat issued Directive No. 21-CT/TW on promoting thrift practice and combating waste. On December 25, 2023, the 13th Party Central Committee issued Directive No. 27-CT/TW on strengthening the Party's leadership in practicing thrift and combating waste.

Previously, the Standing Committee of the 10th National Assembly issued the Ordinance on Practicing Thrift and Combating Wastefulness in 1998. This Ordinance was later upgraded by the 11th National Assembly to the Law on Practicing Thrift and Combating Wastefulness in 2005. After eight years of implementing this law, realizing the shortcomings and limitations that needed to be amended and supplemented, the 13th National Assembly issued the Law on Practicing Thrift and Combating Wastefulness in 2013. The 2013 Constitution also stipulates: Agencies, organizations and individuals must practice thrift, combat waste, and prevent and combat corruption in socio-economic activities and state management.

Thus, within 15 years, the policy on practicing thrift and combating waste has been put on the agenda at the highest state power agency at least three times, which shows the urgency of a social issue that the National Assembly is particularly concerned about. The birth of the Law on Practicing Thrift and Combating Waste is an important legal document in promoting thrift practice at all levels and in all sectors from the central to the grassroots level.

Along with regulations and sanctions requiring agencies, units, and state officials and civil servants to practice thrift, we need to promote education, propaganda, and encourage all classes of people to regularly raise awareness of practicing thrift at all times and places, and at the same time focus on inspecting and strictly handling places and people who cause waste and loss of money and assets of the State and people.

However, the practice of thrift has not yet become a regular habit, the awareness of thrift has not yet become a permanent awareness of a part of cadres, party members, civil servants, public employees and the people. The situation of waste causing loss of money and public assets is still quite common, in some places and in some cases very serious, affecting the state budget and people's lives.

One of the main reasons for the seriousness of waste, as pointed out by General Secretary To Lam in his recent article “Fighting Waste”, is that: There has not been a widespread emulation movement on practicing thrift and fighting waste, as well as strong public opinion to criticize and condemn wasteful behavior. The building of a culture of thrift and non-waste in society has not received due attention.

The profound meaning of "National Day of Savings Practice"

To promote the spirit and effectiveness of the "national days/festivals", the Party, State and Vietnam Fatherland Front should coordinate to organize and launch the movement "National Day of Practicing Thrift"; at the same time, maintain the annual "National Day of Practicing Thrift".

On this day, along with doing a good job of informing and propagating the political and social significance of “National Savings Day”, the Party, State, Party committees and authorities at all levels mobilize and encourage all cadres, party members, civil servants, public employees, workers in sectors, agencies, organizations, units, cadres and soldiers in the armed forces and all classes of people to voluntarily contribute a certain amount of money from each individual to the “National Savings Fund”.

This amount of money will support hunger eradication and poverty reduction, help families with revolutionary contributions, policy beneficiaries and solve some social security policies.

Maintaining the implementation of the annual “National Day of Savings Practice” has profound political, economic and social significance. Politically, this is a day that helps all citizens clearly see the role, effects and great significance of practicing savings to serve investment for national development.

In terms of economy, through the implementation of this day, a significant amount of money will be mobilized from all walks of life, contributing positively to solving a number of urgent issues regarding national economic policy.

In terms of society, this is a day to promote and spread the movement of the whole society to raise awareness of practicing thrift; educate all citizens and agencies, units, organizations and enterprises to rationalize revenue and expenditure; encourage all sectors, all professions, all households and all people to boost production and business, improve productivity, quality and efficiency of production and labor, thoroughly practice thrift, and minimize waste of time, money, property and effort.

Regarding the time of organization, it is possible to research and determine that November 29th of every year is the "National Day of Practicing Thrift". The reason for choosing this day is because on November 29th, 2005, the 11th National Assembly for the first time issued the Law on Practicing Thrift and Combating Wastefulness. This is a milestone that officially legalizes the policy of "Saving is a national policy" of our Party and State.

Launching and maintaining the organization of "National Day of Thrift Practice" on November 29 every year is also a way to apply President Ho Chi Minh's viewpoint and approach of "bringing politics to the people", thereby encouraging and motivating people of all walks of life to raise awareness and responsibility in practicing the culture of thrift, contributing to building a system of cultural values ​​and standards for Vietnamese people in the new era.
