At the regular Government meeting on the afternoon of December 7, Deputy Minister of Education and Training Hoang Minh Son clarified a number of issues related to the draft Regulation on early admission quotas set by training institutions but not exceeding 20% ​​of the quotas of each training sector and group of sectors.

Deputy Minister Son said that any amendments to the draft are based on legal documents; implementation process; annual enrollment regulations and especially listening to experts' opinions, evaluating annual enrollment data...

" With a limit of 20% of the early admission quota, the admission rate is about 5-7%, candidates focus on equal admission. Many opinions from experts and those working in admissions also suggest eliminating early admission. The Ministry will consider this, consider whether to shorten this rate or eliminate early admission to create fairness," said Mr. Son.

On that basis, it can be seen that, to adjust the admission regulations, it is necessary to base on a number of principles. In which, the most important principle in education is fairness and quality. Besides, we try to improve efficiency as well as create convenience for candidates.

According to him, the Ministry recently held a "frank and open" discussion with the participation of 50 experienced experts. Here, the opinions of experts and insiders were in full agreement with the draft, and followed the principles of "fairness, quality, and efficiency".

Deputy Minister Hoang Minh Son said that early admission appeared 6-7 years ago from some training institutions. Around 2017, one training institution started to conduct early admission based on academic records, achievements and other forms. "When this training institution organized early admission, other training institutions were like in a race, rushing into fierce competition," he said.

According to the Deputy Minister, training institutions must prepare from the beginning of the year for enrollment and collecting application documents; 12th grade students must run around to get certificates to prepare their application documents; high schools and teachers must confirm for this enrollment work.

"It's all hard work but the results are not high," he said. According to data, out of 8 early admission wishes, only 2 wish to continue studying.

"In other words, for every 2 candidates admitted early, only 1 will enroll because on average 1 student has 4 wishes," said Mr. Son.

Passed the exam, just sat in class

The Deputy Minister of Education and Training analyzed that when considering early admission, each school does it independently. When the Ministry conducts a general admission so that candidates can choose their preferences for schools and majors, virtual candidates are created.

In addition, each school and each industry cannot predict the virtual candidates, leading to schools wanting to consider early admission to meet the quota, having more early admission quotas, leading to uncertain determination of quotas and admission scores. Usually, the admission score is lowered to have more successful candidates.

According to him, the incorrect prediction of the admission rate caused great damage, and the lack of basis led to a sharp increase in the admission scores of some majors, which was unfair.

From injustice leading to unassured quality, there are students with 25 points who are likely to be admitted, but then the standard score is raised to 26 points because there are students who have been admitted through early admission.

"Because of early admission, many students who have not completed the 12th grade high school program have rushed into university admission, which also leads to unfairness," he said.

According to the Deputy Minister, one negative impact is that many students have the mentality that once they are admitted, they no longer care about the high school curriculum. Some students just sit around in class or stop coming to class because they already know they are admitted.

The Ministry of Education and Training has listened to opinions and through many years of implementation has drawn practical conclusions. When adjusting and controlling this ratio, only students with outstanding abilities will be admitted directly or considered for early admission. The rest of the students will take the main exam.
