In recent times, the work of receiving citizens and handling complaints and denunciations (KNTC) in Cam Pha City has had many positive changes, contributing to stabilizing security and order, and strengthening people's trust.

The city regularly disseminates and directs the strict implementation of regulations and rules on receiving citizens and having direct dialogue with citizens according to Regulation No. 1216-QD/TU dated October 12, 2023 of the Provincial Party Committee on implementing Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo and periodic citizen reception work according to the provisions of the Law on Citizen Reception, in conjunction with the implementation of Directive No. 11-CT/TU dated September 19, 2023 of the Cam Pha City Party Committee on strengthening the leadership of Party committees at all levels in handling complaints, petitions and feedback in the fields of land and site clearance in the area.
Cam Pha seriously implements the responsibility of receiving citizens according to regulations, linking citizen reception with complaint and denunciation settlement. The City Citizen Reception Council regularly reviews and improves when there are changes; organizes regular citizen reception sessions well; maintains monthly meetings to review the progress and results of handling complaints and denunciations, recommendations and reflections of citizens. Promote the role and responsibility of Party secretaries and People's Committee chairmen in receiving citizens, resolving complaints and denunciations, and strengthen direct dialogue in resolving cases according to the principle that cases arising at which level must be resolved with the spirit of perseverance, resolving to the end, fully responsible, ensuring understanding, reason, compliance with regulations, protecting the legitimate rights and interests of organizations and people.
Along with that, the city Party Committee and government regularly pay attention to leading and directing the review and resolution of complicated, pending, and prolonged cases, establishing and perfecting the Steering Committee for resolving pending and prolonged cases in the area, headed by the Secretary of the City Party Committee and Chairman of the City People's Council; promptly advising on documents reporting to competent authorities to remove difficulties and obstacles to thoroughly resolve cases in accordance with legal regulations. In the process of resolving complaints, petitions, and reflections from citizens, strengthen dialogue, listen to, and absorb people's opinions, create favorable conditions for people to exercise their rights to complain, petition, and litigate in cases; mobilize the participation of the entire political system, the Vietnam Fatherland Front Committee, mass organizations..., proactively monitor, criticize, coordinate with functional agencies of the City People's Committee in the work of receiving citizens, resolving complaints and denunciations, propagating, mobilizing people to understand and comply with policies, laws, and the settlement of state administrative agencies.
The city requires agencies and units to enhance their sense of responsibility in performing public duties; continue to rectify discipline and administrative order; strictly implement legal regulations in state management, especially public investment management, land management, site clearance compensation; ensure publicity and transparency...
Synchronously deploy solutions, especially in conjunction with the responsibility of leaders in receiving citizens and resolving complaints and denunciations, creating positive changes, ensuring stability of security and order in the area, preventing hot spots, crowds, and complications. Every year, the rate of handling petitions and complaints reaches over 90% of cases of citizens' reflections, recommendations, and complaints; backlogged and complicated cases that have lasted for many years are basically resolved. From 2022 to the end of June 2024, the city received 881 citizens/846 cases; resolved 1,770/1,790 cases under its jurisdiction (121 cases of complaints and denunciations, the rest were recommendations and reflections).
