With the drastic participation of all levels and sectors, administrative reform work in Ha Tinh has achieved and exceeded many targets and plans, strongly impacting the socio-economic development of the province.
Online profile reached 73.60%
Identifying administrative reform (AR) as one of the breakthroughs, over the past time, Ha Tinh has made continuous efforts and implemented many solutions synchronously and drastically. Thereby, improving the investment environment and enhancing the effectiveness and efficiency of state management in all fields.

One of the most dramatic changes is the reform of administrative procedures at all three levels: province, district, and commune. With the rate of online records reaching 73.60%, the rate of complete online records reaching 73.27%, the administrative reform work has achieved and far exceeded the target set for 2025 in Resolution 12-NQ/TU, dated May 26, 2022 on promoting administrative reform, improving the effectiveness and efficiency of government operations at all levels in the period of 2022 - 2025, with a vision to 2030 of the Provincial Party Committee. The satisfaction level of people and businesses with the settlement of administrative procedures reaching 96% is also a measure of the achievements of the province's administrative reform in recent times.
In 2023, Ha Tinh will rank 17th out of 63 provinces and cities nationwide (up 9 places compared to 2022), and rank 2nd in the North Central region in terms of the People and Business Service Index in implementing administrative procedures and providing public services, assessed by the Government Office and made public on the National Public Service Portal.
Analyzing the results achieved in administrative procedure reform, Deputy Director of the Provincial Public Administration Service Center Hoang Tung Phong said: “Recently, departments, branches and sectors have focused and resolutely participated in administrative procedure reform. The Provincial People's Committee has also issued a plan to supplement rates and increase indicators to enhance implementation responsibility. The software system is increasingly complete, facilitating the submission, receipt and settlement of online administrative procedures for people.
On the other hand, Ha Tinh has also closely reviewed and complied with the procedures to qualify for providing online public services in full and in part for implementation. In particular, after a process of efforts to propagate, mobilize and guide, up to now, people, businesses and units have gradually become familiar with the form of submitting documents online.
The high rate of online application submission has reduced the number of people coming to the Provincial Public Administration Service Center to submit applications in person by more than 50%.
Along with administrative reform, Ha Tinh is also one of the few provinces and cities in the country that promptly submitted to the Ministry of Home Affairs a comprehensive plan to reorganize administrative units at the district and commune levels. Up to now, the Ministry of Home Affairs has provided written comments. In addition, Ha Tinh has also promptly implemented the project to reorganize and perfect the organizational structure of public service units; implemented the project to reorganize health service units. Early promulgation of a set of indicators to evaluate digital transformation for units and localities in the province.
Director of the Department of Home Affairs Le Minh Dao affirmed: "In order for administrative reform to have many outstanding marks, in the past year, leaders at all levels in the province have seriously and resolutely implemented their roles and responsibilities in leadership and direction and have many new ways of doing things. The Chairman of the Provincial People's Committee directly conducted surprise inspections to resolve administrative procedures and for the first time publicly announced his personal hotline number; Vice Chairmen of the Provincial People's Committee, heads of departments, branches, and sectors, chairmen and vice chairmen of district and commune People's Committees also publicly announced their personal phone numbers at one-stop shops at all levels in the province to receive feedback and recommendations from people and businesses.
Truly and fundamentally innovating the method of assessing the PAR Index compared to previous years, for the first time, Ha Tinh has carried out the steps of self-scoring and assessing the PAR Index entirely on software, without working directly with each agency or unit. This helps save time, travel expenses... control the assessment process tracked on the software, ensuring transparency, objectivity, and fairness in the assessment and ranking of the PAR Index.
Continue to innovate and create in administrative reform
Administrative reform continues to be considered a task and a driving force for socio-economic development, attracting investment, and making an important contribution to the implementation of the goals and targets of the Resolution of the 19th Provincial Party Congress. Therefore, Ha Tinh will continue to enhance innovation and creativity in directing and operating administrative reform, associated with enhancing the role and responsibility of leaders. Effectively deploy scoring to determine the administrative reform index of communes on software from 2024; promptly overcome and improve, maintain and enhance related administrative reform indexes.
At the same time, deploy the Ha Tinh province e-government architecture version 2.0 and a specialized data transmission network level II in the province. Build internal procedures for common use for state administrative agencies at the provincial and district levels.
Ha Tinh will continue to mobilize the participation of all levels, sectors, and political organizations in promoting administrative reform.
Ha Tinh will continue to strengthen the review, reduction, and simplification of administrative procedures, regulations, and business conditions, ensuring substance and efficiency on the basis of taking people and businesses as the center. Accelerate the digitalization of records, results of administrative procedure settlement, the rate of online records, the entire process of online processing, and the rate of online payments. In particular, the arrangement of administrative units at the district and commune levels in the period of 2023 - 2025 will be implemented to ensure the right roadmap; approve appropriate job positions and promptly implement the new salary policy.
