Today, in the joyful atmosphere of the whole country celebrating the 78th anniversary of National Day (September 2, 1945 - September 2, 2023) and before the opening of the new school year 2023-2024, Nghe An province solemnly held the Commendation Ceremony for students who won international and national prizes and students who achieved high scores in the 2023 High School Graduation Exam.

On behalf of the provincial leaders, I would like to send my warmest regards and best wishes to all delegates, teachers, education managers, parents, and all students.

In particular, I warmly welcome and commend the 151 students who won international and national prizes and students with high scores in the 2023 High School Graduation Exam who were honored and rewarded at today's ceremony.

Talents are the vital energy of a nation. When vital energy is prosperous, the nation is strong and will rise. Throughout its thousand-year history, the Vietnamese people have always demonstrated a tradition of loving learning and valuing talented people.

Nghe An is a land of "spiritual land and talented people", the tradition of studiousness, respect for teachers and mandarin examinations of Nghe An people is always nurtured and promoted.

Deeply aware of the role and significance of education and training, with the view that education and training are the top national policy, Nghe An province always pays attention to building and implementing many mechanisms and policies, creating favorable conditions for the education and training career to develop more and more.

We have just gone through a school year with many difficulties and challenges, but with the efforts of the entire political system, especially the determination and responsibility of the team of teachers, education managers, and the continuous training and striving in learning of students, the Nghe An Education and Training sector has completed the 2022-2023 school year with many outstanding results.

The students continued to achieve many high achievements in studying and training, continuing to write the golden page of the tradition of studiousness of their ancestors, with 4 students winning international prizes. In the national excellent student competition in culture, 87 students won prizes, with 7 first prizes, 32 second prizes, 30 third prizes and 18 encouragement prizes, ranking 2nd nationwide.

There were 2 students who won the Encouragement Prize in the National Science and Technology Competition for high school students; 5 middle school students who won the Third Prize in the Student and Student Startup Idea Competition; 1 student who won the Second Prize in the Youth Competition for Studying and Following Ho Chi Minh's Thought, Ethics and Lifestyle.

According to statistics from the Ministry of Education and Training, Nghe An province's high school graduation exam results ranked 22nd nationwide, with 52 students achieving high scores in the exam subject groups.

This excellent result is first of all due to the efforts of the students themselves, under the dedicated and responsible guidance and teaching of teachers; the timely care, attention, encouragement and motivation of parents and organizations.

Among the students who won high prizes in the competitions present today, I especially commend and praise the students who are children of ethnic minorities, remote areas, many of whom come from difficult family circumstances, but with a spirit of studiousness, will, determination and high determination, they have overcome their circumstances, achieved excellent results, and become shining examples in their studies. They truly deserve to be the most beautiful flowers in the garden of emulation to teach well and study well.

These achievements contribute to glorifying the land of learning in Nghe An, making important contributions to the general achievements of the education sector in particular and the socio-economic development achievements of the province in general.

Nghe An province is entering a new stage of development with the aspiration to rise up, develop rapidly and sustainably, and conquer new heights. Recently, the Politburo issued Resolution No. 39 on building and developing Nghe An province until 2030, with a vision to 2045.

In particular, Nghe An province is identified as the center of the North Central region in terms of education and training. Continuing to train, develop and attract human resources, especially high-quality human resources, is also identified by the province as one of the three strategic breakthroughs. To achieve that goal, the provincial Education and Training sector plays a particularly important role.

Therefore, I propose that the Education and Training sector focus on overcoming shortcomings and limitations; promote the achieved results, continue to be more innovative, more creative, more united, more disciplined, to constantly improve the quality of education and training in the spirit of Resolution No. 29 dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration.

Focus on building and improving the quality of the teaching staff and educational management staff to ensure sufficient quantity, uniform structure, and meeting training and professional standards; Focus on effectively implementing the pilot model of building high-quality key secondary schools, advanced and internationally integrated school models, creating the best conditions for implementing the 2018 General Education Program.

Pay attention to improving the quality of political ideology, ethics, and lifestyle education, while at the same time investing in improving the quality of excellent students in all regions, areas, and levels of education; improving foreign language, information technology, and practical skills for students.

Promote activities to encourage learning and talent, build a learning society; mobilize social resources to invest in educational development; encourage and provide incentives for talent development; create a safe, healthy and friendly educational environment for students to study, practice moral and physical qualities for comprehensive development.

I hope that Party committees at all levels, authorities, organizations and the whole society will continue to pay more attention and care to the cause of education and training in accordance with the spirit: "Education and training is the top national policy, the cause of the Party, the State and the entire people, investing in education is investing in development".

There is a Greek proverb: “Education has bitter roots but sweet fruits ” . The achievements you have achieved today are sweet fruits, extremely precious, worthy of pride, and are the premise for longer steps on the journey ahead.

I hope you will not be satisfied with the results you have achieved, continue to make every effort, know your aspirations and sow the seeds of aspirations to realize your big dreams, live with noble and humane ideals. You do not only live for yourself but must be ready to devote yourself to a great cause, to devote yourself to your homeland and country.

I believe that the Education and Training sector will continue to have new developments, achieve many outstanding achievements, contribute to the successful implementation of Resolution No. 39 of the Politburo and the Resolution of the 19th Provincial Party Congress, bringing Nghe An to rapid and sustainable development.
