Storm No. 3 caused heavy rain and strong winds in the province. According to the Ninh Binh Hydrometeorological Station, after the impact of storm No. 3's circulation, from the evening of September 7 to the morning of September 9, Ninh Binh province experienced heavy to very heavy rain and thunderstorms. Rainfall in districts and cities was generally from 100 - 200 mm, with some places exceeding 250 mm. Therefore, localities in the province have proactively and promptly deployed measures to respond to the storm and its circulation.

* According to a quick report from Kim Son district, before the storm made landfall, 347 workers/218 huts from Binh Minh III dike to Con Mo; more than 2,300 people/more than 1,400 households farming aquatic products from Binh Minh II dike to Binh Minh III dike were safely relocated to Binh Minh II dike. Along with that, 55 vessels were brought to anchor at Binh Minh III dike, Lach Can station and sluices of Binh Minh IV dike.

On the Binh Minh II dike, Kim Son district established 16 checkpoints with more than 100 people from the police, military, and local militia forces to guard 24/7, preventing people from going outside the Binh Minh II sea dike.

At this time, the tide is low, combined with the wind not being too strong, so no significant damage has been recorded. Only a few trees have fallen, but traffic, electricity and telecommunications are still guaranteed to be smooth. Currently, the district is still maintaining its forces on duty, ensuring readiness to respond to the next situations, in which, focusing on flood prevention and prevention of heavy rain after the storm.

* In Ninh Binh City, since the morning of September 7, there has been heavy rain with thunderstorms and strong winds. The City People's Committee has proactively mobilized forces on duty 24/7 to have timely response plans, minimize damage caused by storms and ensure people's safety. Wards and communes have coordinated with functional forces and organizations to regularly and flexibly provide information through information channels, and propagate through the radio system and social networking groups: Recommend households to proactively prune tree branches that affect power lines and are at risk of falling and causing unsafety. Check, brace, and reinforce houses to ensure safety; dredge manholes, water collection points, and drainage pipes to ensure drainage and prevent flooding; strengthen security and order protection forces, village leaders, and citizens in the city to be ready to deploy when needed. To prevent storms from affecting people and property, many businesses have closed since the morning of September 7.

The city is prone to flooding due to heavy rains, the City's Steering Committee for Disaster Prevention and Search and Rescue has directed its members, departments, units, and People's Committees of communes and wards to immediately deploy tasks, focusing on buffer drainage plans, preventing flooding in urban areas and agricultural production. Comrade Dinh Van Thu, Chairman of Ninh Binh City People's Committee said: The city has carried out preparations for storm No. 3 very early, with clear assignments for each unit and person in charge, and the inspection process has been completed to ensure readiness to respond to storms, minimizing damage to people and property. The city has evacuated 510 households, mainly in Ninh Nhat and Ninh Phuc communes with degraded houses, to safe places.

To protect rice and vegetables, the City People's Committee has mobilized pumps, tested pumping stations, and coordinated with units managing the irrigation system to be on duty 24/7. At the same time, they regularly visit fields to take timely measures when storms occur. The city has identified three key areas of dykes, embankments, and culverts: Bich Dao culvert, An Hoa dike, and Song Chanh right dike. They will soon develop a plan to protect the entire dike line and respond to floods exceeding the design frequency. Areas that often experience flooding are Van Giang ward, Ninh Phong ward, Ninh Tien commune, Ninh Phuc commune, and industrial parks. They will arrange forces to control and guide traffic in flooded and isolated areas; prepare forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

The city has proactively mobilized forces and means to ensure safety for construction works, warehouses, yards, goods, schools, hospitals, medical stations... Forces and means are ready for rescue when required.

* Due to the impact of storm No. 3, rain and strong winds have begun to appear in Tam Diep city since September 7. To ensure the safety of people and property in the face of the complicated developments of storm No. 3, the city has urgently inspected, repaired and reinforced public works, especially the dyke system, bridges and main traffic routes; dismantled 40 billboards, 6,194 billboards, banners, and flags of all kinds; created 13 news, articles and columns on flood and storm prevention, updated the developments of storm No. 3 on the city's loudspeaker system, and promptly informed people to proactively take preventive measures.

Tam Diep Urban Environment Joint Stock Company has repaired 6 traffic lights; 179 public lighting locations; trimmed 339 trees at the headquarters of agencies, units and main roads. For areas at high risk of being affected by the storm, the city government has supported 229 households to tie and reinforce their houses, evacuate to safe shelters and sent people to monitor and support.

* To proactively prevent, avoid, and promptly respond to natural disasters that may occur after storm No. 3, the Steering Committee for Natural Disaster Prevention, Control, Search and Rescue (PCTT & TKCN) of Hoa Lu district has proactively mobilized resources and deployed storm prevention and control measures to ensure the safety of people's lives and property.

Mr. Dinh Lenh Ban, Chairman of Ninh Xuan Commune People's Committee, said: The commune has closely coordinated with units, fully prepared forces, means and materials to proactively respond promptly in all situations; assigned forces to patrol and guard to ensure safety for key locations such as: Song Chanh dike, Sao Khe river dike, Ong Phe dam and intra-field dikes. To proactively respond promptly in all situations, Ninh Xuan commune has mobilized a force of more than 500 people, 15 means of transport, 1,500 sacks, 1,600 bamboo poles and other rudimentary means. At the same time, it has proactively arranged forces to support and evacuate households living along the river, at the foot of the mountain, at risk of flooding and landslides to a safe place.

Comrade Luu Quang Minh, Vice Chairman of Hoa Lu District People's Committee, said: The whole district has 8 dike lines with a total length of 55.58 km. To promptly respond to storm and post-storm situations, the District Steering Committee for Disaster Prevention and Search and Rescue has arranged dike protection forces on each cluster and each line in accordance with the "4 on-site" motto. Proactively clear the flow, immediately remove rafts, rafts and obstacles, ensuring the fastest drainage and flood prevention.

In particular, the district has directed tourist areas and spots to temporarily suspend entertainment and tourism activities until safety is ensured before resuming operations. The work of checking unsafe houses, areas at risk of flooding, landslides and preparing plans to evacuate people to safe places has been focused on. As of the end of September 6, 25 households in mountainous areas in Ninh Xuan, Ninh Khang, Ninh Thang, and Ninh My communes had been evacuated to safe places.

In addition, the district pays attention to agricultural production protection. This year's crop, the district planted 2,300 hectares of rice and 500 hectares of aquaculture. In recent days, the district's Department of Agriculture and Rural Development has regularly sent staff to visit the fields, provide guidance on rice care measures, and reinforce pond banks, nets, and fences to protect aquaculture areas. Since September 5, the buffer water in the fields has been pumped out, and plans have been implemented to prevent flooding and protect aquaculture areas.

* In Yen Khanh district, due to complicated weather developments, the district's Department of Agriculture and Rural Development coordinated with the district's Irrigation Works Exploitation Branch to operate all 9 pumping stations to pump and drain buffer water on the main river system and intra-field canals.

Take advantage of low tide to open sluices to the river in the fields, limiting flooding caused by heavy rain in the area. Identify areas at risk of heavy rain and flooding to have quick response plans, mobilize machinery and equipment to clear the flow, ensure readiness to drain water in time to protect production when heavy rain causes flooding. Up to now, 7,500 hectares of winter-spring rice in Yen Khanh district are being monitored and the district has directed people to proactively take measures to care for and prevent flooding for winter-spring rice, limiting flooding.

* Being a low-lying area, Gia Vien district is always heavily affected by rain and storms. Every year, disaster prevention and control work is deployed and planned very early by all levels and sectors here. The Gia Vien District Steering Committee for Disaster Prevention and Control clearly identifies key areas for disaster prevention and control. Accordingly, the entire district has dykes with a total length of nearly 58 km, 6 embankments, 1 spillway, 30 sluices, 1 lock, 16 pumping stations divided into 2 areas: the left and right areas of the Hoang Long River. In particular, Lac Khoi spillway is located on the right dyke of the Hoang Long River (in Gia Lac commune). The project is assigned to the Provincial KTCTTL One Member Co., Ltd. for management and operation, which is regularly inspected to ensure safe operation according to the design when required.

The Steering Committee for Disaster Prevention and Control and Search and Rescue of Gia Vien district also informed about the current status of some key dike lines. Specifically, the Kinh Chuc dike line K3+500 to K6+00 has a peeling embankment, at this location the flow is directed towards the dike body, a section of the dike has no foundation inside the field. The dike line from Tien Yet pumping station (Gia Thang commune) K18+578 to Gia Tan pumping station (Gia Tan commune) K21+528 has a sunken and cracked dike surface.

For these key areas, the District Steering Committee for Flood and Storm Prevention and Control regularly monitors and updates the situation of storms, floods, and promptly informs authorities and people at all levels, especially in riverside areas, outside the dykes, and areas at risk of landslides, to proactively take preventive measures. Strengthen patrols and guarding of dykes, especially at locations where erosion and landslides have occurred. Timely detect incidents, prepare forces, materials, vehicles, machinery, and equipment to protect dykes, and promptly handle incidents that occur. At the same time, to proactively prevent and reduce damage caused by rain and flooding affecting agricultural production, from September 5, the District Irrigation Works Exploitation Branch coordinated with communes and cooperatives to operate 9 pumping stations with 37 pumps in operation, and by September 6, 11 pumping stations with 39 pumps were in operation to drain buffer water to protect crops...

* To proactively respond to storm No. 3, Nho Quan district has deployed many solutions and plans with the motto "Proactive prevention, timely response, urgent and effective recovery" to minimize damage to people and property of the State and people. According to information from the Steering Committee for Disaster Prevention and Search and Rescue of Nho Quan district, in the 2 days from September 6-7, the rainfall in the district was recorded at 40-50 mm. However, according to forecasts, the circulation after the storm will have heavy rain over a large area, so Nho Quan is always proactive in responding to natural disasters that may occur after the storm.

The Steering Committee for Disaster Prevention and Control and Search and Rescue of Nho Quan district requires communes and towns to focus on implementing the following contents: Closely monitor the developments of storms, heavy rains, floods, landslides, promptly inform the Party committees, authorities and people, especially in key areas to proactively take preventive measures, ensuring absolute safety for people and property; organize inspection, review and implement dike protection plans in practice; plans to protect key vulnerable points, especially locations where incidents have occurred but have not been handled or remedied; unfinished construction works according to the "4 on-site" motto to proactively and be ready to respond to any situation of heavy rain after the storm that may occur.
