Ministry of Information and Communications urgently directs response to heavy rain and floods in Central region

According to the National Center for Hydro-Meteorological Forecasting, from November 3 to November 5, the North and Central Central regions, especially from Ha Tinh to Binh Dinh, are likely to experience heavy rain with rainfall ranging from 200-400mm, with some places exceeding 500mm. From November 6, heavy rain may shift and last longer, causing the risk of flooding, flash floods and landslides.

To proactively respond to the developments of floods and rains, the Ministry of Information and Communications (MIC) requires units to focus on immediately implementing the following tasks:

Ensure on-duty regime : Units must maintain 24/7 leadership and command duty for natural disaster prevention and control, and closely monitor the flood situation to promptly respond.

Department of Telecommunications : Is the focal point for receiving and synthesizing information on flood situations, providing response plans and advising the Ministry's leaders for timely direction. Directing telecommunications enterprises to deploy measures to ensure the safety of information systems and be ready to support when incidents occur.

Department of Press, Department of Radio - Television and Electronic Information : Direct press, radio and television agencies to continuously report on flood forecasts and warnings and provide guidance on response measures, helping people to update information quickly.

Central Post Office : Ensure communication by mobile vehicles, ready to serve working delegations of the Government and the National Civil Defense Steering Committee when requested.

Postal Department : Direct postal enterprises to review the system and develop plans to ensure safety for the postal transport system in flood conditions.

Department of Information and Communications of provinces and cities : Direct radio and television stations to continuously update flood forecast bulletins from the National Center for Hydro-Meteorological Forecasting. Increase broadcasting frequency to help people in dangerous areas proactively prevent. Coordinate with postal and telecommunications enterprises in the area to ensure maintenance of communication to serve the direction and operation of flood response work. Identify areas that have lost communication due to floods to coordinate in overcoming them, and at the same time request continuous power supply to BTS stations to maintain communication.

Telecommunications companies : Implement measures to reinforce infrastructure, such as antenna poles, stations, and prepare backup equipment such as generators and batteries. Coordinate sending flood warning messages to mobile subscribers in affected areas upon request from the Ministry. Develop plans to quickly restore the network after the flood has passed, and strengthen transmission lines to support information and command operations.

Ensuring the safety of public communication networks (fixed, mobile, Internet). VNPT and Viettel increase mobile BTS vehicles, coordinate to deploy backup connection solutions via satellite to ensure communication when public connection is lost. Viettel is ready to use specialized communication vehicles to access difficult areas, transmitting information from the scene to the operation center.

Accordingly, units continue to closely monitor the situation of floods and rains; report before 9am every day and ad hoc at the request of the Ministry of Information and Communications' Disaster Prevention and Control Command on the operation of the postal and telecommunications network; propose solutions to overcome difficulties; at the end of the flood season, report on the summary and draw lessons to respond to the next natural disasters./.
