Ministry of Home Affairs responds to latest salary and allowance policies for officials and civil servants

There are currently 18 types of allowances, but not all civil servants and public employees are entitled to them. Those who are currently entitled to any allowance will continue to receive that allowance if their job or position changes during the reorganization.

At the professional training conference for commune-level officials, civil servants and public employees (CBCCVC) last weekend, many localities raised questions about salaries and allowances after the merger.

Responding to this issue, Mr. Tong Van Lai, Deputy Director of the Department of Wages and Insurance, Ministry of Home Affairs , said that in the recent process of restructuring the apparatus, many problems arose in implementing policies for civil servants.

According to Mr. Lai, the National Assembly Standing Committee has issued a resolution, the Prime Minister has issued a decision, and the Government Steering Committee has also issued two documents with detailed directions and many contents, including the issue of salary and allowances.

Still raise salary normally

These documents clearly state that during the process of restructuring the apparatus, civil servants, public employees and employees receiving salaries from the budget who are directly affected but still work in the system of state agencies will have their current salary and allowance regimes retained.

However, during the implementation process, many localities are wondering whether they will enjoy regular salary increases as before.

Or as for allowances, although the documents state that the current allowances will continue to be retained, localities are still wondering what types of allowances they are, so they have not been implemented yet.

Currently, the salary policy is being implemented according to the Resolution of the National Assembly Standing Committee since 2004. The Government has Decree 24/2023 regulating the basic salary level for civil servants and public employees and armed forces, while the Party has Decision 128/2004 of the Secretariat regulating the salary regime for civil servants and public employees of agencies and units under the Party, the Front and mass organizations.

The wage policy includes three main contents: Salary level according to the grade, that is, the salary coefficient multiplied by the basic salary, the salary increase regime and the allowance regime. The documents that the National Assembly, the Government and the Steering Committee guide include all of these contents.

"Thus, for civil servants affected by the restructuring, the salary regime will continue to be implemented. This means that salary increases will still be implemented normally if the conditions according to regulations are met," Mr. Lai analyzed.

Regarding allowances, the Deputy Director of the Department of Wages and Insurance said that the Ministry of Home Affairs has reviewed and compiled statistics showing that there are currently 18 types of allowances.

Specifically, these are the following types of allowances: Leadership position; seniority beyond the framework; concurrent; regional; special; attraction; mobile; toxic, dangerous; job responsibility; serving security and defense; seniority; responsibility by profession; incentives by profession; special allowance for the armed forces; long-term work in particularly difficult areas; public service; Party and mass organization work; internal political protection and responsibility for commune-level positions.

According to the spirit of the guiding documents, not all civil servants and public employees are entitled to these allowances. Those who are currently entitled to any of these allowances, when the organization is reorganized and their jobs and positions change, will continue to receive that allowance.

The Minister of Home Affairs, in his role as Deputy Head of the Government Steering Committee, signed an official dispatch providing clear guidance on this content.

2 types of allowances have large and complex impacts

The Deputy Director of the Department of Wages and Insurance also informed that there are two types of allowances that are widely applied and have a direct impact on the process of reorganizing the apparatus, especially at the commune level. These are regional allowances and special allowances.

Regarding regional allowances, before the organizational arrangement, the whole country had 4,390 communes out of a total of more than 10,000 communes enjoying this allowance. Special allowances were applied to 255 out of more than 10,000 communes.

After the reorganization of communes, the State has not yet prescribed allowances for these cases because the number is too large and too complicated.

"We have compiled statistics and built a very specific plan. There are new communes formed over 4 or 5 communes, while old communes have different regional allowances. There are communes with an allowance of 0.3; some communes with an allowance of 0.4; some communes with an allowance of 0.5. When combined together, what level of allowance will the new commune calculate? This is a very big issue that needs to be calculated and regulated in the coming time," Mr. Lai stated in practice.

He also said that the Department has reported to the Minister of Home Affairs the options after reviewing and will seek opinions from 34 provinces and cities. Localities will continue to review these two types of allowances to develop new options. The most suitable allowance level will be proposed for the new commune based on practicality and science.
