Specifically, the Ministry of Industry and Trade has just issued Decision No. 2881/QD-BTC on promulgating the Regulation on coordination between agencies and units within the Ministry of Industry and Trade to perform the state ownership function of the Ministry of Industry and Trade for the National Electricity System and Market Operation Company Limited (NSMO).

According to the above decision, the Ministry of Industry and Trade assigns the Electricity Regulatory Authority to preside over and coordinate with relevant units in the ministry to guide and monitor NSMO and annually advise the Ministry's leaders to organize meetings to evaluate the implementation results of this Regulation. This Regulation may be adjusted when there are changes in the functions and tasks of the units in the decisions stipulating the functions, tasks, powers and organizational structure of the Minister of Industry and Trade.

During the implementation process, if any difficulties or problems arise, agencies, units, and NSMOs should report to the Electricity Regulatory Authority for synthesis and reporting to the Ministry of Industry and Trade's leaders for consideration and decision.

Regarding the coordination between agencies and units within the Ministry of Industry and Trade in performing the state ownership function of the Ministry of Industry and Trade for NSMOs, the above regulations stipulate the principles, methods, and responsibilities for coordination between agencies and units within the Ministry of Industry and Trade in performing the state ownership function of the Ministry of Industry and Trade for NSMOs.

This Regulation applies to the Departments, Bureaus, Inspectorates of the Ministry, NSMO and relevant agencies and units in performing the state ownership function of the Ministry of Industry and Trade for NSMO.

Coordination is carried out on the basis of functions, tasks and powers of agencies and units within the Ministry of Industry and Trade and relevant legal provisions; ensuring close, timely and effective coordination in organizing the implementation of the state ownership function of the Ministry of Industry and Trade towards NSMO.

At the same time, ensure the principle that each work content must clearly identify the main responsible agency and the coordinating agency; promote the proactiveness and positivity of each agency and unit in the Ministry of Industry and Trade and relevant organizations and individuals in performing the state ownership function of the Ministry of Industry and Trade for NSMO.

According to the regulations, the Electricity Regulatory Authority is the focal point of the Ministry of Industry and Trade to preside over and manage NSMO, advise the Minister on directing the production and business activities of NSMO and is the focal point for synthesizing reports on all aspects of NSMO activities after transferring them to the Ministry of Industry and Trade.

Agencies and units within the Ministry of Industry and Trade and NSMO are responsible for coordinating with the Electricity Regulatory Authority to perform the state ownership function of the Ministry of Industry and Trade for NSMO, including the Electricity and Renewable Energy Authority; Department of Organization and Personnel; Department of Planning and Finance; Department of Legal Affairs; Ministry Inspectorate; NSMO; and relevant agencies and units.

The coordination method will depend on the nature and content of the work. Coordination work is applied in the following forms: organizing meetings, collecting written opinions, providing and sharing information and documents, establishing coordination working groups, field survey teams and other forms.
