In the afternoon session, the National Assembly voted to pass a Resolution on the Law and Ordinance Building Program for 2025, adjusting the Law and Ordinance Building Program for 2024; and a Resolution on the National Assembly's Supervision Program for 2025.

During the working day, the National Assembly also discussed in groups: the draft Law on Prevention and Combat of Human Trafficking (amended); the draft Law on Juvenile Justice; investment policy for the National Target Program on Cultural Development for the 2025-2035 period; and the draft Law on Trade Unions (amended).

The draft Trade Union Law (amended) consists of 6 chapters and 36 articles (amended and supplemented 32 articles; added 4 new articles), removing 1 article compared to the 2012 Trade Union Law.

The Draft Law is built on the viewpoint of thoroughly grasping and deeply institutionalizing the Party's viewpoints and innovation guidelines related to national construction and development; in accordance with the 2013 Constitution, ensuring the unity and synchronization of the current legal system.

The drafting of the Law also aims to ensure that the Vietnam Trade Union grows stronger and operates effectively, attracting a large number of workers and workers' organizations in enterprises to join the Vietnam Trade Union; focusing on amending and supplementing contents related to the organization and finance of the trade union in accordance with the political regime and the requirements of developing a socialist-oriented market economy and international integration in our country...

The draft Law completes regulations on the organization of the trade union apparatus, the mechanism for managing trade union officials, and enhances the role of the Vietnam Trade Union in the new context. In particular, it stipulates more specifically the organizational system of the Vietnam Trade Union in the direction that the Vietnam Trade Union is a unified organization following the 4-level Trade Union model; the model of organizing Trade Unions at all levels is built in an open and flexible direction suitable to practical requirements.
