Attending the conference were comrades: Le Manh Hung, Vice President and General Secretary of the Central Committee of the Vietnam Association for Promoting Education; Bui Mai Hoa, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda Department; leaders of the Provincial Vietnam Fatherland Front Committee, departments, branches, and organizations of the province; leaders of districts, cities, and 50 typical families promoting education in the whole province.

Implementing the Prime Minister's Decisions and the provincial directives on the work of promoting learning, talent, and building a learning society, the Learning Promotion Associations at all levels have correctly recognized the role and position of families and clans in society and the importance of regular learning, lifelong learning, and building a learning society, thereby promoting the tradition of studiousness of clans in the process of innovation and national construction. Timely propagandizing the Party's guidelines and policies, the State's and local policies on the work of promoting learning, talent, and building a learning society. Organizing training courses, disseminating to clans the criteria, registration process, assessment, and recognition of the titles "Learning Citizen", "Learning Family", "Learning Clan".

Clans focus on building clan education promotion committees; building learning families; valuing the education of children and adults in the clan; focusing on building clan education promotion funds, rewarding children and grandchildren with high academic achievements; actively implementing patriotic emulation movements, campaigns "All people unite to build a cultural life", movements "Building new rural areas, civilized urban areas"...

In 2022, the whole province had 1,801 clans registering to build learning clans, reaching a rate of 74%; 1,518 clans achieved the title of "Learning Clan", reaching 63%; many clans had over 80% of their families achieving the title of "Learning Family", over 50% of their citizens achieving the title of "Learning Citizen"; 314 clans achieved the title of exemplary learning clan.

Speaking at the conference, Head of the Provincial Party Committee's Propaganda Department Bui Mai Hoa emphasized: Ninh Binh is a province with a tradition of studiousness, many ancient documents still preserved to this day as well as research documents all demonstrate the activities of encouraging learning and talent of Ninh Binh people. It is also thanks to the progressive thinking on encouraging learning of the ancient Ninh Binh people that helped promote learning, many villages and communes with mandarinates appeared. That tradition has been promoted by Ninh Binh people in all periods. In today's era, under the leadership of the Party, many Ninh Binh people have strived to study, becoming Professors, Associate Professors, Doctors, scientists, leaders who have contributed much to the cause of building and defending the Fatherland.

In recent years, especially since the re-establishment of the province, the Party Committee, government and people of Ninh Binh province have always cared for and developed the education and training career with many specific policies. Since then, it has created conditions for the education and training career of the province to develop more and more. For 7 consecutive years (from 2017 to 2023), Ninh Binh has been in the top of the country in terms of average scores of the exams in the High School Graduation Exam, with many students who are children of Ninh Binh achieving high and excellent results in studying, training, scientific creativity activities domestically and internationally... The work of encouraging learning and talent in recent years has had a positive impact on the educational results of the province. These results have contributed significantly and positively to the achievements of socio-economic development of the province.

The Head of the Provincial Party Committee's Propaganda Department affirmed: Many clans in Ninh Binh play a great role in supporting and encouraging families and descendants to strive to improve their qualifications, become successful people, and bring honor to their families and clans. There have been good and effective ways of doing things by clans, the dedication and responsibility of education promotion officials at all levels to have many exemplary learning clans in the whole province.

On behalf of the Provincial Party Committee Standing Committee, Comrade Bui Mai Hoa, Head of the Provincial Party Committee's Propaganda Department, acknowledged and commended the achievements in promoting learning and talent of the clans in the past time. At the same time, he proposed: In the coming time, Party committees, authorities, the Fatherland Front, organizations and relevant agencies need to focus on further promoting propaganda work to raise awareness for cadres, civil servants, public employees and people about promoting learning and talent, building a learning society. Pay attention to directing the Learning Promotion Association to perform well the tasks of the Association, achieve and exceed the set goals. Focus on effectively implementing Decision 387/QD-TTg dated March 25, 2022 of the Prime Minister approving the Program "Promoting lifelong learning movements in families, clans, communities and units for the period 2021-2030"; Decision No. 677/QD-TTg of the Prime Minister approving the Program "Building a model of citizen learning for the period 2021-2030".

The Association for the Promotion of Education from the provincial to the grassroots level needs to promote its core role, proactively coordinate closely with relevant agencies, units and organizations to effectively carry out the work of promoting education, promoting talents, building a learning society, learning families, learning clans and learning citizens. Clans need to effectively carry out the tasks and solutions set out to promote the movement of building learning clans and learning families.

At the conference, the Central Committee of the Vietnam Association for Promoting Education awarded Certificates of Merit to 15 families and 8 individuals; the Provincial People's Committee awarded Certificates of Merit to 8 families and 8 individuals; the Provincial Association for Promoting Education awarded Certificates of Merit to 14 outstanding families in the period 2014-2023.
