Closing of the 12th International Conference of Asian Political Parties (ICAPP)

According to a VNA correspondent in Phnom Penh, ICAPP-12, hosted by the CPP for the second time from November 21 to 24, was attended by 260 delegates from political parties from 49 Asian countries, other continents and regional and international organizations. The high-ranking Vietnamese delegation was led by Comrade Tran Thanh Man, Politburo member and National Assembly Chairman.

The conference reviewed and evaluated ICAPP's activities in the 2022-2024 period, focusing on discussing the role and measures to strengthen cooperation between political parties to contribute to the common efforts of the international community in resolving current hotspots and conflicts in the region and the world.

The conference unanimously adopted the “Phnom Penh Declaration” expressing deep concern about the instability and inequality in the global political and governance structure; believing that the confrontation between major countries, the trend of de-globalization, and socio-economic issues are the sources of damage to the environment for cooperation and mutual development in international relations; emphasizing the importance of cooperation between political parties and countries in sustainably and comprehensively resolving challenges to regional and international peace and security; calling for the prevention and de-escalation of conflicts; strengthening the role of mediation and reconciliation; focusing on post-conflict reconstruction and nation-building; strengthening regional and sub-regional cooperation and supporting the activities of the United Nations (UN) in ensuring peace, reconciliation and development.

At ICAPP-12, comrade Tran Thanh Man delivered a welcome speech at the opening session. The delegation of the Communist Party of Vietnam attended the meeting of the Standing Committee of ICAPP-42, discussed the revision of the ICAPP Charter; attended the 3rd Cultural Council meetings, the 7th ICAPP Media Forum; and participated in roundtable discussions between political parties from Africa, Latin America and Europe.

Discussing at the plenary session of ICAPP-42, the Vietnamese delegation affirmed that Vietnam always attaches importance to the role of party-to-party relations and multilateral political-party forums; highly appreciates the achievements that ICAPP has made throughout its growth and development. The Communist Party of Vietnam, as a member of the Standing Committee of ICAPP, will continue to actively, proactively and responsibly contribute effectively to activities to realize the goals and strategic orientations of ICAPP in creating an environment of security, peace, stability, for common development and prosperity in the region.

Speaking at the press conference concluding ICAPP-12, Mr. Sous Yara, Permanent Vice President and Head of the Secretariat of the ICAPP-12 Organizing Committee, emphasized the theme of “Seeking Peace and Reconciliation” of this forum, saying that peace requires practical participation and needs a global peace charter.

These include conflict prevention, peaceful conflict resolution, post-conflict nation-building and humanitarian crisis response, bringing about justice in transition, and solutions towards a future of peaceful coexistence between people, as well as between people and machines and technology.

Within the framework of ICAPP-12, the delegation of the Communist Party of Vietnam also met and had bilateral contacts with political parties of many countries to discuss measures to promote cooperative relations with partner parties in the coming time.

Speaking to VNA reporters in Phnom Penh, Vietnamese Ambassador to Cambodia Nguyen Huy Tang said that as a member of ICAPP, Vietnam has participated in all conferences of this forum. Affirming that National Assembly Chairman Tran Thanh Man's participation in ICAPP-12 on the one hand shows the importance of the role of the host country Cambodia, and on the other hand also shows that Vietnam's role, position and prestige are constantly being enhanced in the international arena, Ambassador Nguyen Huy Tang stated: "Vietnam is ready to participate in international and regional forums to promote its role and contribution to global and regional issues, for a peaceful world and for the happiness of humanity."

ICAPP is the largest international forum of political parties in Asia and also the largest multilateral political party forum in the world, established in September 2000 in the Philippines. The goal of ICAPP is to promote exchanges and cooperation among political parties in Asia and Oceania, enhance understanding and trust among peoples and nations; promote peace and prosperity through the special role of Party-to-Party relations.

ICAPP currently has more than 350 political parties from 52 countries and 1 territory eligible to participate in ICAPP activities. The main discussion topics of ICAAP focus on enhancing regional cooperation and creating a peaceful and stable environment for common prosperity in Asia.

In recent years, ICAPP has continuously enhanced its position and influence in the region, while affirming its role as a bridge, promoting cooperation between Asian political parties and partners in other regions of the world.

As the largest multilateral political party mechanism in Asia, political parties increasingly attach importance to the role of ICAPP, while increasing their influence and taking advantage of ICAPP, especially through hosting ICAPP activities to increase their domestic and foreign position.
