Before the end of 2023, a global event, the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), took place in the UAE. This is considered the largest global climate action summit in history with the participation of nearly 140 senior leaders and about 90,000 delegates from countries... With an important speech, the head of the Vietnamese Government continued to affirm his determination to fulfill the commitment to achieve net zero emissions by 2050. At the same time, he said that Vietnam wants to attract more large and quality investments in green development and energy transition in the context of "the global climate system is approaching the red line"...

Also in the UAE, Prime Minister Pham Minh Chinh received representatives of the Copenhagen Infrastructure Partners Group - CIP (Denmark) and Enterprize Energy Group - EE (UK). This information is of particular interest to experts because CIP is the world's largest green energy group, while EE operates in the field of marine natural resource exploitation and energy development... Notably, both "giants" have placed their trust in Vietnam, specifically in Binh Thuan, where CIP is collaborating to research and develop the La Gan offshore wind power project (capacity of 3.5 GW - equivalent to 3,500 MW) with a total expected investment of 10.5 billion USD... Meanwhile, EE is cooperating with Societe Generale (France), Vestas (Denmark), ODE (UK) to develop the Thang Long Wind Complex also in the waters of Binh Thuan. It is known that this project consists of 2 components: Thang Long Wind to connect to the national grid (capacity of 3,400 MW) with a total investment of 11.9 billion USD and Thang Long Wind 2 aiming to produce and export hydrogen energy from water electrolysis (capacity of 2,000 MW) with a total investment of 5 billion USD.

Exploiting offshore wind power is currently a new direction for renewable energy development, thereby promoting the green transition in the energy sector following global trends. Meanwhile, offshore wind power - an energy source that does not emit greenhouse gases - is expected to play a very important role in successfully implementing Vietnam's commitment to reduce net emissions to "0" by 2050.
Binh Thuan has recently recorded a series of proposals for conducting research and surveys from domestic and foreign organizations on offshore wind power development with an expected capacity of more than 44 GW... Last year, the locality was also chosen to coordinate the organization of a scientific conference with the theme "Binh Thuan: Prospects for offshore wind power development to promote the marine economy". This is an opportunity to exchange and share in-depth experiences drawn from the development of offshore wind power projects around the world, and the potential for developing this field locally.
According to Mr. Stuart Livesey - CIP Representative in Vietnam, General Director of La Gan Offshore Wind Power Project, Binh Thuan is one of the areas with the best wind potential in our country... Sharing the same opinion, many opinions also said that Binh Thuan has favorable conditions in attracting investment to become the offshore wind power center of Vietnam and the whole region... On the occasion of the event taking place on the windy shore, CIP and a domestic corporation signed a Memorandum of Understanding on cooperation in developing the construction and fabrication of monopile foundations and steel structures for offshore wind power projects in Vietnam. This is truly the first step marking the cooperation in initiating the offshore wind power industry in our country, thereby joining hands to realize the goal of reducing net emissions through exploiting clean energy from the wind...
Aiming for high efficiency
Discussing this issue, the leader of Binh Thuan Industry and Trade Department said that Power Plan VIII has determined that by 2030, the offshore wind power capacity serving the national electricity demand will reach about 6,000 MW. However, the scale can be increased in case of rapid technology development, reasonable electricity prices and transmission costs, and the orientation by 2050 is to reach 70,000 - 91,500 MW. In addition, Power Plan VIII also aims to strongly develop offshore wind power in combination with other types of renewable energy to produce new energy such as hydrogen, green ammonia, etc. to serve domestic demand and export.
However, with its own characteristics, offshore wind power needs policies and regulations on technology transfer, attracting investment to develop supporting industries... in order to exploit effectively in a sustainable manner. The remaining issue is that offshore wind power development must ensure harmony of interests with maritime transport activities, fishing, tourism, ecosystem conservation... to coexist in parallel in the same sea area. As for Binh Thuan, it is very supportive of large investors with financial capacity and experience to deploy offshore wind power projects here...
Binh Thuan has a coastline of 192 km and a sea area of over 20,200 km2, which is considered to have the highest wind energy potential in the country. Specifically: The average wind speed onshore here is 6.8 m/s, while the average wind speed onshore is about 8 - 14 m/s and is usually stable, so it is very suitable for investment in wind power development, both onshore and offshore...
